2010년대 이후 몽골 정부는 대규모 광산 개발을 위한 적극적인 외국자본 유치를 시행하였다. 몽골 경제의 70% 이상, 수출의 90% 이상을 차지하는 광물산업의 중요성을 고려할 때몽골의 FDI 유치는 경제적·정책적으로 매우 중요하며, 이를 고려할 때 몽골 FDI 유입에 영향을 미치는 요인을 분석하는 작업 역시 시의적으로 적절하다고 할 수 있다. 이에 본 연구는몽골 광물산업의 외국인 직접투자(FDI) 결정요인을 분석하기 위해 2011년부터 2018년까지분기별 자료를 사용하여 몽골 관련 대내·외 경제변수가 몽골 광물산업의 FDI유입액 규모에미치는 영향력을 실증분석하였다. 종속변수로는 광물산업 외국인직접투자 유입액을 고려하였고, 독립변수로는 석탄 국제가격지수, 무역개방도, 환율 등 대외 경제변수와 함께 몽골 소비자물가지수 증감률, 광업 분야 임금수준 등 국내 가격변수를 고려하였다. 최소자승추정법(OLS)을 이용하여 시계열 회귀분석을 실시한 결과, 몽골의 주요 광물자원인 석탄의 국제가격은 몽골로의 외국인직접투자 유입액에 정(+)의 영향을 미치는 것으로 나타났으며, 이는몽골의 외국인 투자유치에 국제 석탄 경기가 주요한 영향을 미침을 의미한다. 또한, 몽골 광업 분야 노동자의 평균임금 수준은 동 산업의 FDI 유입액에 부(-)의 영향을 미치는 것으로나타났는데, 이는 해당 산업분야의 생산비용 증가가 외국인 투자유입에 부정적인 영향을 미칠 수 있음을 의미한다. 이 외에 소비자물가 증감률은 몽골의 FDI 유입액에 정(+)의 영향을, 미 달러화 대비 몽골 투그릭화 환율은 부(-)의 영향을, 몽골 무역개방도는 정(+)의 영향을 미치는 것으로 나타나 기존 선행연구 결과를 지지하였다.
Abstract
We analyze the effect of macroeconomic determinants on foreign direct investment(FDI) in Mongolian mining industry. To do so, we operate Ordinary Least Sqaure(OLS) method by using quarterly time-series data from 2011 to 2018. Putting FDI inflows into the mining industry in Mongolia, we consider CPI inflation rate, trade openness, foreign exchange rate(against USD), international price index of coal, and average wage of Mongolian mining industry as independent variables. As a result, international price of coal, foreign exchange rate and international trade openness have a positive effect on FDI inflows in the mining industry while the average wage in mining industry and the inflation rate have a negative effect on the FDI inflows in Mongolian mining industry.
