가출은 단순히 집을 나아가는 행위가 아니라 집을 떠나 위험한 상황에 처하게 되고, 이들로 하여금 유해환경의 접촉을 통하여 비행이나 범죄로 이어질 수 있다는 점에서 개인이나 사회적으로 볼 때 그 폐해가 심각한 사회문제임에도 불구하고 일반인뿐만 아니라 국가나 지역사회도 이 문제에 대한 인식이 부족할 뿐만 아니라 이에 대한 체계적이고 종합적인 대처방안이 마련되어있지 않은 현실이다. 가출 청소년에 대한 비행예방은 가정이나 학교에서부터 이탈하는 것을 사전에 예방을 하여야 하고, 나아가 가출 청소년들이 비행이나 범죄에 빠지지 않도록 가정에 돌아갈 수 있게 보호와 또한 사회성원으로 복귀할 수 있도록 정책으로 강구할 필요가 있다고 하겠다. 본고에서는 청소년기에 일어날 수 있는 가출 청소년에 관련된 문헌을 통해 이론적인 근거를 세워 가출 청소년에 대한 개념 및 유형, 원인, 가출 청소년 실태 현황을 통하여 가출 청소년을 보호하기 위해 개인, 가정, 학교, 사회가 해야 할일과 연관하여 여려 측면에서 개선책을 제시하였고, 마지막으로 가출 청소년의 비행에 대처하는 관련법규들의 내용과 문제점을 분석하고 이에 가출 청소년에 대한 사회의 지원체계의 문제점을 제시하였다.
Abstract
Delinquency is not a simple behavior that people leave home, but it can make them put in danger in that it can lead to delinquency and crimes through the harmful circumstance in the view of individual and society. However, the systematic and synthetic coping plans have not been designed and the recognition about this problem is lack in the government and local community as well as the public although this evil practice is a serious social issue. Delinquency should be prevented in advance by keeping teenagers from leaving home or school. Furthermore, the policies should be devised so that they can come back home and to the society for runaway juveniles not to give in to delinquency and crimes. This Study has been examined the definition and types of runaway juveniles based on the theoretical foundation through the literature related to runaway juveniles. In addition, it has examined how runaway impulse and runaway experience are related to runaway as a result rather than understanding of runaway that is connected to various services for runaway juveniles. Moreover, the publication and statistics data have been analyzed to grasp the realities of runaway juveniles and the problems that runaway juveniles face before and after runaway and related laws and ordinances have been researched. Lastly, the improvement plans have been suggested in relation to work for individuals, homes, schools and the society to do so as to protect juveniles.
