공기업과 코스피 상장기업의 노동효율성에 대한 연구

A Study on Labor Efficiency of SOEs and KOSPI Listed Companies

초록

본 연구는 2017-2021년 동안 공기업과 코스피 상장 제조업의 효율성 개선 추이 및 노동효율성과 성별다양성의 관계를 분석하였다. 노동 효율성은 CCR 및 BCC 모형을 활용한DEA와 맘퀴스트 지수를 통해 평가하였고, 패널회귀분석을 통해 실증 분석하였다. 분석 결과는 다음과 같다. 첫째, 공기업과 코스피 상장 사기업 간 노동 생산성 및 노동 효율성 지수에유의미한 차이는 발견되지 않았다. 이는 공기업의 노동 효율성이 사기업보다 유의적으로 낮지 않음을 실증한다. 둘째, 효율성 개선 측면에서 효율성 변화는 공기업보다 사기업이 큰 것으로 나타났다. 셋째, 성별다양성과 노동 효율성과의 관계에서 공기업은 성별다양성이 낮을수록, 코스피 상장 제조업은 성별다양성이 높을수록 노동 효율성이 높아지는 것으로 나타났다. 이는 성별 다양성이 노동효율에 미치는 영향이 기업환경이나 문화에 따라 차별적으로 나타날 수 있음을 시사한다. 본 연구는 공기업에 대한 관행적 인식에 있어 재고의 필요성을 제기하며, 공기업 성과 및 정책 방향 수립에 의미 있는 시사점을 제공한다.

Abstract

SOEs have different characteristics from private firms, in that they need to serve for public interests and shareholders’ wealth maximization at the same time. This study aims to explore the labor productivity and efficiency between SOEs and KOSPI-listed private firms. The results are as follows. First, there was no difference in labor productivity and efficiency between the KOSPI listed firms and SOEs. Second, we found that KOSPI-listed firms focus more on improving efficiency than SOEs. Third, gender diversity is negatively related to efficiency in SOEs, while it is positively related to efficiency in private firms. This result implies that the effect of gender diversity on efficiency is likely to be moderated by corporate culture. This study sheds light on management over public and private firms by focusing on labor efficiency and provides policy implications for SOEs management evaluation.
