초록
The Korean pharmaceutical industry faces significant tax-related challenges despite its substantial investment in research and development (R&D). Key issues include limited R&D tax credits, double taxation on international transactions, and a complex tax system that hinders both innovation and global competitiveness. Expanding R&D tax credits to encompass all stages of drug development from early research to clinical trials and commercialization is essential to encourage greater investment in innovation. Additionally, improving the taxation of royalties and technology transfer income will help alleviate the burden of double taxation. Strengthening international tax treaties and streamlining the tax compliance process for multinational operations will also reduce administrative barriers for global collaboration. Lowering corporate tax rates, especially for companies with heavy R&D investment, and introducing specific tax benefits for new drug commercialization and patent licensing will further enhance reinvestment in innovation. Simplifying the value-added tax (VAT) refund process, particularly for smaller firms, will improve cash flow and financial flexibility. These tax reforms are critical to fostering a more competitive and innovation-driven environment for the Korean pharmaceutical sector, ensuring sustainable growth and bolstering its position in the global market.
