Abstract

This paper focuses on the changes in the system and customs related to Bunkwan (分館) from the 17th year of Yeongjo (1741) to Jeongjo. Bunkwan is the process of being assigned to the three halls of Seungmunwon, Seongkyunkwan, and Gyoseokgwan after graduating from the civil officer (文官) as a probationary officer (權知), but in broad terms, it contains Geogwan (去官) that is the path of a probationary officer that becomes a civil officer in turn. In this article, we will refer to the latter as the 'Bunkwan process'. First of all, this paper assumes that the policies after the Yeongjo reign are based on cases that have been discussed since the Joseon reign. The period from the Taejong reign to the Sejō reign was a period of establishment of Bunkwan. Bunkwan was an effective system in terms of establishing relationships, bonding officials, and evaluating their abilities, and was codified in the 『Chosŏn Dynasty Law Code (經國大典)』 of King Seongjong. From the Jungjong reign to the early Yeongjo reign was a period of confusion. At this time, the Bunkwan were disorganized due to impeachment of Bureaucrats, and frequent testings. The period from the Sinyudaehoon (辛酉大訓) to the reign of Jeongjo was a period of attempted moderate reform for the Bunkwan. The policy can be summarized as the reorganization of the formalities and the king's attention. In terms of formal reorganization, Yeongjo promoted the transition of Hanlim·Geomyeol·Juseo’s selection to process of Gwonjeom (圈點) and Sosi (召試), as well as the transition of the Neunggwan (陵官) for the path of the subordinate civil officers. The king's next priorities were the regularization of the Geogwan (去官) and the reading of the Bunkwan records. In terms of formal reorganization, Jeongjo set up the Gyujanggak and absorbed the probationary officer and similarly promoted the conversion of the Neunggwan In terms of the king's interest, there was the regularization of the Geogwan. The changes to the Bunkwan in the Young and Jeongjo reigns can be traced back to discussions in earlier periods. The conversion of the Neunggwan may be related to the possible intersection of the Eumgwan (蔭官) and Munghwan (文官), which had been raised since the Sejong reign, while the regularization of the Geogwan stemmed from the de-centralization of the Geogwan from the Jungjong reign. In addition, it was found that although the ostensible purpose of the change in the division was to quantitatively expand the path of subordinate officers, it was actually focused on the recruitment of talented people from the Pyeongan-do. Communication was at the core of the late 18th-century personnel system, which can be seen through the changes in the Yeongjo and Jeongjo reigns. From the king's point of view, there were two ways to overcome the personnel backlog of successful examination candidate : neglect and intervention. The method of neglect was the intermittent practice of Byeolcheon (別薦), which ensured public discussion among subjects, but it was a lukewarm solution that required subjects to prepare and report in the spring and fall, and even then it was not often observed. Interventionist measures include a number of initiatives dating back to the Yeongjo reign. This was in line with the king's Tangpyeong (蕩平), the practice of selecting talent from all colors and regions, and it seems to have worked.
