국산재 원목 공급은 국유림과 민유림에서 이루어지고 있다. 하지만 산림벌채를 수반하는 원목 공급에 대하여 일부 환경단체들은 산림환경의파괴에 대한 우려를 제기하고 있다. 반면에 산림청과 원목 생산자는 시장의 안정과 목재산업을 보호를 위해 안정적인 국산재 원목 공급의 필요성을주장하고 있다. 따라서 이 연구의 목적은 국산재 원목 공급정책의 변화가 국산재 원목 시장에 미치는 영향을 분석하는 것이다. 이를 위해 국유림원목 공급량의 변화가 국산재 원목 시장에 미치는 영향을 국산재 원목 수급 탄성치를 이용하여 분석하였다. 그 결과, 국유림 원목 공급량이 10%, 30%, 50% 감소하는 시나리오에 따라 국산재 원목 시장의 균형가격은 상승하였고 그 범위는 7.56% (114천원/㎥)∼41.05% (150천원/㎥) 나타났다. 하지만 균형 물량은 감소하였고, 그 범위는 불과 -0.22% (3,101천㎥)∼ -0.04% (3,107천㎥)로 분석되었다. 이 연구가 주는 함의는 적은 수준의공급량 감소에도 원목 생산자의 이익은 증가할 수 있다는 것이다. 하지만 원목 공급량 감소에 따른 가격의 상승은 원목 수요자에게는 상대적으로부담이 가중될 것이다. 따라서 원목 수급량 변화에 가격이 민감하게 반응하는 국산재 원목 시장의 특성을 고려하면 원목 시장의 안정을 위해서공급량을 감소시키는 정책은 숙고할 필요가 있다.
Abstract
Domestic logs are supplied from national and private forests. However, regarding the supply of logs accompanied by deforestation, some environmental groups are raising concerns about the destruction of the forest environment. On the other hand, the KFS and log producers insist on the need for a stable supply of domestic logs to stabilize the market and protect the wood industry. Therefore, the purpose of this study is to analyze the impact of changes in domestic logs supply policy on the domestic log market. To this end, the impact of changes in the supply of logs from national forests on the domestic log market was analyzed using the elasticity of supply and demand for domestic logs. As a result, according to scenarios in which the supply of logs from national forests decreased by 10%, 30%, and 50%, the equilibrium price of the domestic log market increased, and the range was 7.56% (114,000 won/m3) to 41.05% (150,000 won/m3). However, the equilibrium quantity decreased, and the range was analyzed to be only -0.22% (3,101 thousand ㎥) to -0.04% (3,107 thousand ㎥). The implication of this study is that even a small decrease in supply can increase the profits of log producers. However, a rise in prices due to a decrease in log supply will place a relatively heavy burden on log consumers. Therefore, considering the characteristics of the domestic log market, where prices react sensitively to changes in log supply and demand, it is necessary to consider a policy to reduce supply to stabilize the log market.
