본 연구는 산림자원의 생물학적 특성을 현실성 있게 모형화 하여 목재 수입관세율의 동태적 부과구조에 대한 분석을 시도하였다. 이를 위해 본 연구는 첫째, 목재 수입국이 시장지배력을 갖는 Stackelberg 게임 모형을 설정하였으며, 둘째, 목재 생산국이 생산된 목재의 일정부분을 수출하고 나머지를 국내소비에 이용하는 경우를 상정하였고, 셋째, 목재 생산비용이 산림자원 스톡 크기의 영향을 받는 경우와 받지 않는 경우의 분석을 위해 서로 다른 형태의 비용함수를 사용하였다. 그 결과 본 연구는 목재 수입국이 목재 공급지역의 특성에 따라 현실적으로 활용할 수 있는 관세율 정책방안을 제시할 뿐만 아니라, 자원의 재생속도가 수입국이 부과하는 관세율의 동태적 구조를 변경하는 요인이 되지 못함을 밝히고 있다.
Abstract
Abstract In this paper, we aim to identify the dynamic structure of optimal ad valorem tariffs on timber imported. For this purpose, we established Stackelberg game modeling approach by assuming that the buying country has a market power. Second, we took into account that the selling country exports some portion of timbers produced abroad and consumes remaining ones domestically. Third, we specified the model for two different types of cost function for timber production. On the basis of theoretical analysis, we not only provide how the buying country has to levy dynamic optimal ad valorem tariffs on timber imported in real aspect on the condition of timber supplying regions, but also identify that the speed of renewal of resource has no impact on the dynamic structure of optimal ad valorem tariffs on imported resource.
