섬 지역 생태관광 활성화를 위한 신안 만재도 지질공원 지정 필요성과 기대효과
Necessity and Expected Effects of Designating Manjaedo Geopark in Shinan-gun for Revitalization of Island Ecotourism

본 연구 목적은 신안군 흑산면 만재도를 대상으로 지질공원으로서의 가치와 지정 타당성을 살펴보고자 하는 것이다. 본 연구의 기본적인 자료를 분석하기 위하여 이미 도서지역 국가지질공원으로 지정되어 운영 중인 인천 옹진군 백령･대청(소청도)과 울릉도 사례를 수행하였다. 또한 그 지역주민 설문조사를 실시하여 도서지역 국가지질공원의 운영 실태와 지역 활성화를 위한 방향성에 대해 분석하였다. 설문조사 결과, 지질공원으로 지정된 지역의 주민, 해설사, 공무원 등 모두 지정에 대하여 긍정적인 답변을 하였다. 그러나 지질공원을 통한 지역 활성화에 대해서는 향후 적극적인 행정 지원이 필요하고, 관광객들을 위한 편의시설의 확충, 홍보 등 지정 이후의 관심에 대하여 보다 노력이 필요하다는 것을 제안하였다. 종합적으로 도서지역 지질공원은 섬 주민들에게 자긍심을 줄 뿐 아니라, 생태관광과 연계하여 지역 이미지 고양 및 지역 경제 활성화에도 긍정적인 영향을 미치고 있었다. 신안군 흑산면에 소속된 만재도는 열악한 접근성, 관광시설에도 불고하고 천연의 자원을 간직하고 있는 유인도이다. 이번 연구에서 만재도의 고유한 지질지형자원과 생태자원을 확인하였다. 이러한 결과를 바탕으로 만재도가 국가지질공원으로 지정된다면 섬이 가지고 있는 특별하고 아름다운 지질현장과 다양한 지형지질자원의 보전과 이용이 조화를 이룰 것으로 평가한다. 더불어 만재도라는 섬을 알릴 수 있는 지역 브랜드화를 통해 생태관광 활성화가 가능하며 나아가 지역 경제 활성화도 기대할 수 있다고 평가하였다. 만재도의 지질공원 지정을 통해 주변에 있는 상태･중태･하태도를 비롯하여 가거도까지 연계한 흑산면 남부 도서지역 생태관광이 가능할 것으로 파악된다. 향후 국가지질공원으로 지정될 수 있는 지질자원을 비롯하여 생태･고고･역사자원들을 발굴할 수 있는 추가적인 연구가 필요하다.
Abstract
The purpose of this study is to examine the value and designation validity of Manjaedo Island in Heuksan-myeon, Shinan-gun as a geopark. A case study was conducted on Baengnyeong/Daecheong (Socheongdo) Islands and Ulleungdo Islands, which were designated and operated as geoparks in the island region. In addition, a survey of local residents was conducted to analyze the operational status of national geoparks in island regions and the direction for regional revitalization. As a result of the survey, all residents, commentators, and public officials in the area designated as a geopark responded positively to the designation. However, it was suggested that active administrative support is needed in the future for regional revitalization through geoparks, and more efforts are needed for interest after designation, such as expansion of convenience facilities for tourists and publicity. Geoparks in island regions not only gave island residents pride, but also had a positive impact on enhancing the local image and revitalizing the local economy in connection with ecotourism. Manjaedo, which belongs to Heuksan-myeon, Shinan-gun, is an inhabited island that preserves natural resources despite poor accessibility and tourist facilities. Based on these results, if Manjaedo Island is designated as a national geopark, it is evaluated that the special and beautiful geological site of the island and the conservation and use of various resources can be harmonized. In addition, it was evaluated that ecotourism can be revitalized through local branding that can promote the Manjaedo Island, and furthermore, revitalization of the local economy can be expected. Through the designation of Manjaedo Island as a geopark, ecotourism in the southern island region of Heuksan-myeon, including Sangtaedo Island, Jungtaedo Island, and Hataedo Island, as well as Gageodo Island, is expected to be possible. Additional research is needed to discover ecological, archaeological, and historical resources as well as geological resources that can be designated as national geoparks in the future.
