부산 미래교육 비전 및 실현방안 탐색

본 연구의 목적은 4차 산업혁명 시대를 대비하기 위한 바람직한 인재 양성을 위해 부산교육이 당면하고 있는 초･중등 교육의 방향 및 역할을 탐구하고, 부산의 고유한 교육 정체성을 바탕으로 지능정보기술의 교육적 활용을 통한 미래형 교육체제 구축 교육 패러다임을 탐색하고자 하는데 있다. 이를 위해 먼저 문헌연구의 일환으로 미래교육에 대하여 살펴보고 미래사회의 변화에 대응하는 미래교육 관련 선행연구 및 부산 미래교육 연구 및 사업 현황을 분석하였다. 연구방법은 전문가 집단을 구성하여 델파이 조사를 수행하였는데, 델파이 조사를 위한 전문가 집단은 초･중등 교원 2명, 정책집행 전문가 2명, 정책연구 전문가 3명 그리고 미래교육 전문가 2명의 총 9명으로 구성하였다. 델파이 조사 문항은 부산 미래교육 기본방향, 부산 미래교육 비전 및 목표, 부산 미래교육 추진 전략, 부산 미래교육 추진과제(아젠다) 그리고 부산 미래교육 추진 과제에 대한 타당도의 총 5개 영역으로 구성하였다. 델파이 조사는 총 2차에 걸쳐서 진행되었으며, 1차 델파이 조사 실시 후 델파이 조사지의 내용을 수정 및 보완하여 2차 델파이를 실시하였다. 본 연구 결과를 통해 부산의 교육 환경 및 특징에 기반한 교육정책의 방향 및 전략을 구안하여‘인성 중심의 미래지향적 본(本) 교육 (New-tro: 뉴트로)의 구현’ 이라는 부산형 미래교육의 비전을 도출하였다. 또한, 미래교육에 맞는 중점 과제와 이를 실현시키기 위한 추진 과제를 설정하여 구체적이고 체계적인 실행 방안을 도출하였다.
Abstract
The purpose of this study is to explore a desirable directions for the promotion of human resources to prepare for the fourth round of the industrial revolution. Busan’s education is facing how to find the directions of elementary and secondary education and their role. In addition, this study proposed Busan’s future education system through the use of information technology based on Busan’s educational identity. For this purpose, first, this study implemented a literature review about future education by analyzing some previous studies about how to respond to future society and about the basic directions of Busan’s education. This study employed delphi technique by organizing an expert group of two elementary and secondary teachers, two experts in policy implementation, three experts of policy research and two experts of the future education, totally nine members. Delphi survey questions are basic direction, vision, goals, practice strategies, and agenda for future education in Busan and the validity of the five domains was checked. The delphi survey was conducted over a total of two rounds. After the first delphi survey was conducted, the first delphi survey was modified and supplemented with the contents of the delphi-survey. After the process, the second delphi survey was developed and conducted. As the results, this study tried to examine the directions and strategies of education policy based on the educational environments and characteristics of Busan city. In conclusion, this study solidified the meaning of the Busan’s future education, which is the implementation of the personality-oriented "new-tro" education. In addition, this study suggested specific and systematic implementation plans by establishing the main tasks and the implementation tasks to realize Busan’s future education.
