이 연구는 우리나라 영어마을 조성에 따른 교육적, 경제적 효과들을 분석하고, 영어마을 추진 과정상의 문제점들을 파악하여 향후 발전과제를 모색하는데 연구 목적을 둔다. 2004년 8월 처음으로 개원한 경기도 안산 영어마을을 필두로 12월에는 서울 풍납동에 영어마을이 개원되었고, 부산, 대구 등을 비롯해 많은 광역자치단체가 영어마을 조성 계획을 발표하였다. 영어마을 조성은 조기 어학의 학습기회를 부여하고, 출입국관리소, 역, 공항, 식당, 은행, 도서관, 경찰서, 쇼핑몰, 대사관, 비자 인터뷰장 등의 체험학습장을 통해 외국에 가지 않고도 영어를 학습할 수 있는 기회를 제공함으로써, 어학연수나 유학으로 인한 외화낭비를 막을 수 있을 뿐만 아니라, 지역사회 개발효과로 지역사회의 홍보는 물론 관광 효과, 새로운 일자리 창출 등의 효과를 거둘 수 있다. 이러한 교육적, 경제적 효과를 근간으로 전국에 걸쳐 영어마을 조성 붐이 일고 있다. 그러나 일부 지방자치단체들은 예산 부족으로 영어마을 조성사업에 차질을 보이고 있다. 영어마을 조성을 위해서는 관계기관과의 협력, 부지선정문제, 조성비용, 예산확보문제 등 조성에 필요한 많은 제반여건이 마련되어야 한다. 한편 영어 학원과 해외연수 등 엄청난 영어 사교육비를 절감, 학부모들의 경제 부담을 덜어주자는 영어마을사업 본래의 취지가 흐려지지 않도록 우수한 원어민 교사와 질 높은 교과과정, 생활체험 프로그램을 마련하여 영어마을이 성공적으로 운영될 수 있도록 해야 한다.
Abstract
The Effect and Problem of English Village The purpose of this dissertation is to analyze the effect and problem of English Village, to have a thorough grasp of problems, and to seek future development's tasks. Gyeonggido English Village-Ansan Camp, Korea's first English Village, opened in August 2004. Seoul Pungnapdong English Village opened in December 2004. Many local governments such as Pusan, Daegu presented development of English Village. Like this, development of English Village gives students plenty of opportunities to have early English teaching and a life experience program. That is, students can be motivated in the immersion town - the immigration bureau, station, airport, restaurant, bank, library, police, shopping mall, embassy, and visa interview space. And English Village keeps out foreign currency waste of a language training or leave of absence from school, it takes effect a community development and a community publicity, a tourist effect and making a new job. On the basis of this educational and economical effect, English Village development boom is made all over the country. But some of local governments struck a snag by a budgetary deficit. For English Village development, we must prepare for given conditions, that is, close cooperation with a relation agency, the selection of a site, and a budget security. Therefore, local governments should take these points to heart for planning English Village. And we should stick to the original aim of English Village that we can reduce the parents' economic burden by decreasing private English tuition that is wasted for English academy and language course in a foreign country. To do so, we should try to manage English Village successfully by having good native English teachers, quality curriculum and a life experience program.
