홈스쿨링은 학생과 학부모가 가정과 같이 학교 이외의 장소에서 그들이 스스로 계획한 교육내용에 따라 교육활동을 전개해 나가는 새로운 방식의 대안교육 형태를 말한다. 미국을 비롯한 서구에서는 이미 오래 전부터 학생과 학부모의 선택에 의해서 홈스쿨링이 하나의 대안교육 모형으로 운영되어 왔지만 우리나라에서 관심을 가지게 된 것은 비교적 최근의 일이다. 교육수요자 중심의 다원화된 학교체제를 요구하고 있는 오늘날 시대적 환경은 홈스쿨링에 대한 관심을 고조시키고 있는 환경이 되고 있다. 공급자 위주의 관료적 교육관행이 오랫동안 지배해 왔던 우리나라 교육체제에서 홈스쿨링은 최근 새로운 대안교육의 형태로 관심을 받고 있고 실제 홈스쿨링에 참여하는 사람들도 늘어나고 있다. 이 연구는 미국의 홈스쿨링 운영 현황과 특성을 다각도로 분석하고 그 결과를 토대로 우리나라 홈스쿨링의 도입과 정착 가능성에 대한 시사점을 도출하고자 한다. 미국은 영국과 더불어 오래전부터 홈스쿨링을 정규 학교의 한 형태로 인정해 왔다. 미국의 홈스쿨링은 처음에는 종교적인 이유로 시작되었지만 현재는 학교교육에서 기대할 수 없는 학습자 주도형 대안교육의 실천으로 각광을 받고 있다. 인근 학교와 지역사회의 자원을 충분히 활용하는 점도 미국 홈스쿨링의 두드러진 특징이다. 교육수요자의 학교선택권 보장을 위한 다양한 정책적 지원을 강구하고 있는 미국의 사례는 학교체제의 유연화 방안을 다각도로 강구하고 있는 우리나라의 상황에 유용한 시사점을 제공해 주고 있다.
Abstract
The purpose of this study is to examine what tendency and characteristics of home schooling in the United States. This study focuses on the characteristics of home schooling as a type of alternative education in the United States. When children reach school age some parents do not send their children to school because they believe the school does not offer the education their child really needs. The parents take charge of the children's education instead. It is called home schooling. In the case of home schooling in the United States, the trend generally began among high educated young parents having more than average income, even though the parents who choose home schooling do not belong to a specific group. Of course, however, there are some disadvantages in home schooling such as high expenses and violation of obligatory education laws. Also there can be some problems in selecting the right curriculum and pedagogy, and the children may lack abilities in adapting to the society. These problems can be solved only by new education policies that support home schooling and organized studies on the matter. Unlike the USA, home schooling is still rare in Korea due to the lack of legal support.
