Abstract

Aquaculture contributes to protecting the exhaustion of fishery resources, satisfies the demand for marine products, and brings economic gain to farmers. Therefore, many modern countries encourage fish-farming. Vietnam also encourages various kinds of fish-farming to protect fishery resources and ensure the diversity of seafood exports. Cat fish-farming is one of them. In the 1990s, cat fish-farming began to develop in Vietnam. Now Vietnam farmers produce the largest amount of cat fish in the world. Most cat fish-farmers cultivate cat fish by means of the industrial fish-farming method, which implies using artificially hatched fry, industrially produced feed to increase productivity, chemicals to sterilize, and antibiotics to cure fish diseases. Cat fish in Vietnam makes up a large part of seafood exports and influences seafood export companies' and farmers’ economic activities. However, previous studies about cat fish have not discussed the concrete process of farming and distribution, and the relation between farmers and seafood export companies. This paper examines how cat fish is cultivated and distributed, and what kinds of strategies farmers and seafood export companies adopt to overcome the economic risks caused by market fluctuations. Private economic players pursue economic gains and competition over them is necessary in the market economy. This could bring economic instability and destroy communal solidarity. Economic risks occur because of market uncertainty. Private economic players cannot control them. However, economic players use various strategies to minimize the economic risks and reduce the competition. For instance, they mobilize their social relationships and build up long-term business relations in answer to the market uncertainty and the unequal access to information. Farmers and seafood export companies in Vietnam build up long-term business relations to reduce the economic uncertainty and get economic gains. As a result, farmers reduce the cost of production or obtain information about market, price, and new cultivation technology, while seafood export companies gain high-quality cat fish through the contracts with farmers. It seems that the cooperation between farmers and seafood export companies causes ‘market failure’, but the cooperation between them is the very outcome of market failure. The strategy of farmers and seafood export companies is a reaction to the economic uncertainty owing to the market failure caused by the unequal access to information. Moreover, this situation shows the evidence that uncertainty exists in the real market. Market failure is quite common in real market situations and strategies that deal with it emerge in various ways. Market failure is regarded as a state of inefficiency and as a specific market situation, but it is a ‘normal’ state of the real economic market.
