최근 외국인을 고용하는 국내 기업이 크게 증가하고 있음에도 불구하고 어떠한 기업이 외국인 근로자의 고용을 늘리는지, 외국인 근로자의 고용 증가가 국내 노동시장에 어떠한 영향을 미치는지에 대한 체계적 연구는 찾아보기가 어려운 현실이다. 이에 본 연구에서는 기업의 어떤 특성이 외국인 근로자 수요에 영향을 미치는지 분석하는 한편 외국인 근로자수요와 내국인 비정규직 근로자 수요와의 상관관계를 분석하였다. 전체업종을 대상으로 외국인 근로자 수요에 영향을 미치는 기업의 특성을 살펴본 결과 노조가 설립되어 있지 않거나 여성근로자 고용비율이 높을수록, 컴퓨터 사용률이 낮은 사업체일수록 외국인 근로자를 많이 활용하였다. 제조업종 사업체를 대상으로 동일한 분석을 한 결과 임금수준이 동종업계 평균보다 낮을수록, 여성근로자 고용비율이 높고 컴퓨터 사용률이 낮을수록 외국인 근로자를 많이 채용하였다. 이와 같이 제조업체의 경우 인건비 등 내부비용 절감 요인이 있는 경우 외국인 고용을 늘리는 것으로 나타났다. 한편 외국인 근로자를 고용하는 것과 내국인 근로자 고용간에는 기존의 연구들과 유사하게 보완관계가 있는 것으로 분석되었다. 다만 이러한 보완관계는 2006년 이후 동향을 포함하고 있지 못한 한계가 있다. 본고의 분석 결과 향후 국내 노동시장이 더욱 유연해지면 국내 기업에 의한 외국인 수요도 확대될 수 있을 것이다. 제조업종의 경우 내국인 근로자 고용이 어려운 3D업종을 중심으로 외국인에 대한 고용수요가 확대될 것으로 예상됨에 따라 이에 대한 적절한 정책이 마련될 필요가 있는 것으로 판단된다. 다만 외국인 노동자의 고용 확대가 국내 노동시장에 미치는 파급효과를 세부적으로 분석하고 정책방안을 마련하기 위해서는 관련 자료의 추가 축적이 필요하다.
Abstract
Fast growing on employment of foreign workers is a recent phenomenon in South Korea. However, there are only countable numbers of studies on the characteristics of firms that hire foreign workers and the effect of increase in foreign workers on native workers in South Korea. We examine the characteristics of firms that affect on the employment decision on foreign workers. Further, we examine the influence of the increase in employment of foreign workers on native temporary workers. The analysis shows that firms without labor union are less likely to employ foreign workers. Further, firms that hire more female workers, and use less numbers of computers are more likely to employment foreign workers. An additional analysis on manufacturing firms shows confirms above results. In addition, manufacturing firms that has incentive to reduce the labor cost is favorable to hire more foreign workers. We also analyze the relation between the labor demand on foreign workers and native temporary workers. The evidence implies that labor demand on foreign workers is not substitute to the labor demand on native temporary workers, but complement. The results confirm the previous studies on the effect of foreign workers on native workers in South Korea.
