소상공인 경쟁력 제고를 위한 상권활성화 법제정비 방안

Abstract

Recently, the economic imbalance within the region is deepening and the reasons include the decline of the production and consumption population due to low birth rates and aging and the decline of downtown areas and traditional commercial districts due to the development of new cities and the relocation of public facilities. In order to overcome the crisis of the local economy by creating new growth engines, promote entrepreneurship of local residents, and create jobs, the recovery of local commercial districts that perform economic, social, and cultural functions is most important. However, most merchants in local and alleyway commercial districts are small business owners who have been hit by recent changes in the distribution environment and the worsening business environment due to COVID-19. Considering the importance of local economic revitalization policies, including the implementation of alley economy recovery projects to support local commercial districts and small business owners’ recovery and resurgence, the purpose of this study was to promote the revitalization of the local economy and the enhancement of the competitiveness of small business owners by revising the laws and regulations for revitalizing commercial districts, which are the core axes of the local economy. For the purpose, after examining the policies for revitalizing commercial districts and related laws and analyzing the main issues in the laws, proposed a plan to improve the laws and regulations for revitalizing commercial districts. Accordingly, this study reviewed the contents of the Local Commercial District Act, Traditional Market Act, and Distribution Industry Development Act, which are laws related to revitalizing commercial districts, and analyzed issues related to the relationship with other laws, issues related to the procedures and requirements for designating shopping districts, and legal issues related to the establishment of a commercial district development fund system for commercial district planners and commercial district development and maintenance. This study, based on the analysis results, proposed a plan on improving the law on revitalizing the commercial district.
