Abstract

The Korean government has set a national goal of phasing out all coal power generations by 2040 as part of its carbon neutrality strategy, beginning with the closure of Taean Unit 1. While this transition is environmentally essential, it has created social challenges, particularly for workers facing job insecurity and local communities at risk of economic decline. In this context, a just transition framework is needed to ensure that environmental goals are achieved alongside social and economic justice. This study examines the concept and legal basis of a just transition in Korea and explores how these principles can be effectively applied to the coal phase-out process. It identifies key policy and institutional improvements necessary to ensure just transition. The findings suggest five main policy directions: (1) establishing a coordinated governance system led by the Presidential Commission on Climate Crisis Response to integrate diverse social dialogue platforms; (2) institutionalizing workforce reallocation at the group level, including KEPCO and its subsidiaries; (3) enhancing employment stability for non-regular workers through public takeover, and cross-enterprise collective bargaining; (4) providing support for local communities through special just transition zones and dedicated regional funds; and (5) promoting business transformation of public power companies through management and investment reforms rather than restructuring.
