기후위기로 인한 산업 및 에너지 전환은 단순한 기술적 변화에 그치지 않고, 노동시장과 지역사회에 구조적 영향을 미치는 전환적 과제이다. 본 연구는 정의로운 전환의 개념을 중심으로 산업전환에 따른 고용불안정 문제를 해결하고자 하는 프랑스의 법제도와 정책을 분석하고, 한국에의 시사점을 도출하는 데 목적을 둔다. 프랑스는 1987년 석탄광부 정년퇴직제도를 시작으로 2027년까지 석탄화력발전소의 완전 폐쇄를 목표로 산업전환을 추진하며 노동자 보호를 위한 제도적 장치를 정비해왔다. 반면, 한국은 여전히 석탄화력에 높은 비중을 두고 있어 탈석탄에 따른 고용·지역경제 충격이 훨씬 클 것으로 예상된다. 이에 본 연구는 프랑스 사례를 바탕으로 정의로운 전환이 단순한 수사적 개념이 아니라, 법과 정책, 재정, 사회적 합의가 통합된 실행 전략임을 강조하며, 한국의 탄소중립 이행과정에서 정의로운 전환의 제도화 필요성을 제기한다.
Abstract
The industrial and energy transition driven by the climate crisis is not merely a matter of technological change, but a transformative challenge that structurally affects labor markets and local communities. This study focuses on the concept of Just Transition and analyzes France's legal and policy frameworks designed to address employment instability arising from structural industrial change, with the aim of deriving policy implications for South Korea. Since the introduction of the Coal Miners’ Early Retirement Scheme (CCFC) in 1987, France has implemented institutional measures to protect workers while pursuing a complete phase-out of coal-fired power plants by 2027. In contrast, South Korea still heavily relies on coal-fired power generation, suggesting that the socioeconomic impact of coal phase-out may be far greater. Based on the French case, this study proposes the need for the materialization of Just Transition in Korea, the inclusion of non-standard and subcontracted workers in protection schemes, the development of a job-based green occupation taxonomy, the establishment of a stable financial foundation, and the creation of participatory governance rooted in social dialogue. The study underscores that Just Transition is not a rhetorical concept but a strategic implementation framework integrating law, policy, finance, and public consensus, and highlights its institutionalization as essential for Korea’s carbon neutrality pathway.
