조림 CDM 사업의 경제성 분석을 위한 방법론 연구-온대습윤기후대와 열대우림기후대 사례지역을 중심으로

지금까지 A/R CDM 사업의 가장 본질적인 특징인 비영속성 연구가 많이 진행되지 못해 상환의무에 따른 사업 타당성에 관한 체계적인 판단이 어려운 현실이었다. 따라서 본 연구에서는 A/R CDM 사업의 특징과 기본 개념을 바탕으로 두 가지 대비되는 사례를 이용해 사업의 경제적 타당성을 분석하였다.tCER, lCER 모두 높은 수익성을 유지하기 위해서는 목재가격 변화보다는 탄소가격이 보다 큰 영향을 미치게 된다. 크레딧을 판매하거나 사용하는 경우 모두 해당되는데, 본 분석에서는 사례 1에서 탄소배출권을 판매하고 수익율 17%시 tCER이 가장 탄소가격에 민감한 것으로 나타났다. 크레딧 종류별로 민감도 효과를 파악할 수도 있는데, 수익율 수준과 무관하게 tCER은 탄소가격, lCER은 목재가격에 보다 민감한 것으로 분석되었다. 사례 2에서 탄소배출권을 사용하고 수익율 13%시 lCER이 목재가격에 가장 민감한 것으로 나타났다. 한편, 크레딧을 판매하는 경우보다 직접 감축의무에 사용하여 이를 상환할 때, 일정 수익성을 유지하기 위해서는 목재가격이 보다 중요한 요인으로 작용하게 된다. 그리고 본 연구에서 분석된 사례지역의 경우 약 $11/tCO2 에서 $37/tCO2의 크레딧 가격이 형성되어야 CDM 조림사업 추진이 타당한 것으로 분석되었다.
Abstract
This study is intended to develop an economic feasibility methodology of A/R CDM projects based on two project cases in China and Vietnam and to evaluate the project profitability from the view point of credit type selection between temporary CER (tCER) and longterm CER (lCER) as well as from the aspect of CER prices by using indicators IRR, the year in which a single year profit is achieved and the year in which the accumulated deficit is cleared.For A/R CDM projects of industrial plantations, tCER is more suitable than lCER. Profitability of A/R CDM projects depend on the price of wood and CERs. In the case that the project participants take responsibility for replacement of credits to make the price of their CERs at higher levels, thus the project may not be feasible as a CDM project. However, minimum required tCER prices without replacement are 11US$/t CO2, thus the project may be feasible under the future carbon market scheme.
