이 연구는 통합교육 환경에 배치된 시각장애학생의 교육권 보장의 책무성을 가진 지역 특수교육지원센터의 시각장애학생 교육지원 실태와 요구를 알아보는 데 목적이 있다. 이를 위해 전국 82개 특수교육지원센터 대상으로 조사･분석한 결과를 제시하면 다음과 같다. 첫째, 특수교육지원센터의 시각장애학생 교육지원 실태를 알아본 결과, 6가지 조사 영역 전반에서 절반 이상의 특수교육지원센터가 관련된 교육지원 활동들을 실시하지 않는 것으로 나타났다. 둘째, 특수교육지원센터의 시각장애학생에 대한 교육지원 요구를 알아본 결과, 6가지 조사 영역 전반에서 지원 요구가 높게 나타났으며, 특히 진단․평가, 관련서비스 영역에서 더 높은 요구 수준을 보였다. 셋째, 특수교육지원센터의 시각장애학생 교육지원 실태와 요구 간에 차이를 알아본 결과, 특수교육지원센터의 대부분이 시각장애 교육 전문성이 요구되지 않는 교육지원 활동들 위주로 수행하는 데 반해, 시각장애학생의 교육지원 요구가 높은 전문성이 요구되는 교육지원 활동들은 수행하지 못하고 있는 것으로 나타났다. 따라서 향후 특수교육지원센터에서 시각장애학생 진단․평가, 시각장애학생 관련서비스, 시각장애학생 학습지원처럼 보다 전문적인 교육지원 활동들을 적절히 제공할 수 있도록 교육부와 지역교육청 차원의 행․재정적 지원이 확대되어야 할 것이다.
Abstract
This study analyzed the 82 survey results of the teachers from Special Education Support Centers, in order to investigate the actual condition of the educational support that the visual impaired students integrated in regular schools receive from the Special Education Support Centers and to understand the demand for support in terms of efficient management. The findings are the following. First, as a result of examining the actual state of educational support for the visual impaired students at the Special Education Support Centers, low frequency of implementation in most areas of investigation was observed. Second, as a result of examining the demand for educational support for the visual impaired students at the Special Education Support Centers, high demand for support in the areas of ‘Diagnosis and Evaluation’ and ‘Relative Services’ was observed. Lastly, as a result of comparing the difference between the actual support and the demand for support for the visual impaired students at the Special Education Support Centers, the demand for support was higher than the actual support in the areas of ‘Diagnosis and Evaluation’ and ‘Relative Services’, and ’Learning Support’.
