Abstract

This study examines the evolution of Korea’s national cruise line development policy to clarify the structure of its policy change. Using Kingdon’s Multiple Streams Framework (MSF) and Yin’s case study approach, the analysis draws on governmental documents, legislation, and National Assembly records. The findings identify two phases: Phase 1(2006–2016), a period of policy advancement, and Phase 2(2017–2024), a period of policy stagnation. In Phase 1, the convergence of the problem, policy, and political streams—supported by active policy entrepreneurs—opened a policy window that resulted in the enactment of the Cruise Industry Promotion Act and the adoption of a national master plan. In Phase 2, weakened political support, fewer policy alternatives, and the absence of policy entrepreneurs closed the policy window, shifting policy focus from national cruise line development to indirect, demand-oriented measures such as source market expansion and the attraction of foreign cruise vessels. As the first MSF-based analysis of Korea’s cruise policy, this study shows that policy change was driven more by political dynamics and policy entrepreneurship than by problem severity, and underscores the need to rebuild policy alternatives, strengthen policy entrepreneurship, and restore political priority to enable future policy renewal.
