Abstract

The purpose of this article is to diagnose the current status of the maintenance of the remains of ancient fortresses in Korea. The investigation of fortresses in Korea began in the 1960s, and after the 1990s, each city and county began actively repairing and restoring ancient fortresses to secure tourism resources and improve local cultural heritage. In 2002, the preservation and management of fortress cultural properties was transferred from the National Heritage Administration to local governments, and local governments are currently investigating and repairing ancient fortresses to find the identity of the region and secure tourism resources. However, as the fortress was reorganized somewhat rapidly, various problems arose. Therefore, it is time to reconsider the direction of the fortress maintenance. To this end, it is necessary to first examine the current status of the existing fortress maintenance work, which can be divided into institutional and technical aspects. From an institutional point of view, the fortress maintenance work proceeds in the order of planning → budget application → approval → construction implementation → construction completion → construction completion. Problems may arise that the project plan may not be systematic at the planning stage. At the budget application stage, it was pointed out that there are no clear standards for application and approval when applying for a budget, and ② lack of manpower to investigate the actual situation to determine repair and maintenance guidelines. At the construction implementation stage, the conditions for the qualifications of the person in charge of design and construction are not equal, ② the conditions for design and construction are not organically connected from design to construction and stage, ③ the results of the excavation survey are not properly reflected in the restoration and maintenance of the fortress. ④ Communication between the architectural history and the archaeological field is not smooth, ⑤ lack of professional manpower capable of long-term responsibility for the maintenance of the fortress, and ⑥ lack of continuity in design and construction by ⑥ year were identified as problems. In terms of technology, ① we should consider what to judge as the original, ② we should think of materials that can make use of the original shape of the castle, ③ we should consider the stability of the castle, and ④ we should consider the construction method unique to the castle. In order to properly maintain the Three Kingdoms castle, the following methods are necessary. First, castle maintenance should be planned carefully and over a long period of time to ensure that there is enough budget, manpower, and time, and second, a system should be in place to evaluate the performance of castle maintenance that emphasizes how well it preserves the “original” castle rather than the “scale” of the maintenance.
