Abstract
In response to the increasing number of restoration projects currently underway in various regions, this study proposes a set of universally applicable principles and standards for the systematic maintenance of fortresses. Based on these standards, the study examines actual restoration cases to assess current conditions, identify key issues, and suggest potential improvements. Furthermore, it offers recommendations that can be applied to fortress restoration in Korea, including institutional implications. To begin, the study reviews relevant laws and guidelines pertaining to fortress maintenance to outline the broader principles and criteria. It concludes that fortress restoration should follow the fundamental principle of “preserving the original form, with only minimal intervention when absolutely necessary, to maintain the authenticity of the site.” Any necessary restoration should be carried out with proper consultation and tailored to the specific conditions of the site. The study then analyzes the current restoration status of Gosaburi Fortress in Jeongeup, identifies existing problems and suggests directions for improvement. It was found that the current restoration produces an unnatural appearance due to inconsistencies in the fortress wall’s aesthetics and the uniformity of wall height. In the future, it is necessary to adjust wall construction methods and heights according to the terrain of each section and to conduct additional restoration that harmonizes with the existing fortress stones. Next, the study proposes a general restoration direction for uninvestigated and unrestored sections. First, in long-term planning, it is important to distinguish between sections to be preserved in their original state and those requiring restoration, then proceed in phases through a focused and selective approach. Second, uniform restoration across the entire fortress should be avoided; instead, restorations should reflect the unique characteristics of each section and terrain, allowing the historical and contextual uniqueness of the site to be expressed. Third, recent archaeological research findings should be incorporated, enabling reevaluation of key structures and adjustment of restoration plans accordingly. Lastly, the study recommends cognitive and institutional improvements for the systematic and effective restoration of domestic fortresses. First, it proposes the establishment and operation of a Fortress Investigation and Restoration Committee composed of experts from relevant fields that participates in all stages from investigation to restoration. Second, it emphasizes that the research institutions responsible for investigating a fortress should also take part in the restoration process to ensure the full integration of research findings. Third, it calls for comprehensive planning and budgeting by commissioning bodies, along with flexible scheduling and policy-level support adapted to real-world conditions. The establishment of such cognitive and institutional frameworks would provide a collaborative system in which investigation and restoration are discussed and implemented together.
