고종의 왕권강화 시도와 지방군 징상(徵上)

본 연구의 목적은 1885년 이후 등장하는 지방군의 징상을통해 고종의 왕권 강화 정책이 지방군 운영에 어떠한 영향을 주었는지 확인하고자 하는 것이다. 임오군란 이후 조선 정부는 중앙군 조직의 재건과 근대화를 동시에진행했다. 고종은 청의 영향력을 견제하고 친위부대로 활용할 군대를육성하고자 했다. 이를 위해 고종은 신식 군사 훈련을 명목으로 지방군을 징상했다. 징상을 통해 고종은 청의 영향력 밖에 있는 새로운 군대를 육성하여 왕권 수호의 기반을 다지려 하였다. 갑오개혁으로 기존 지방군이 해산되면서 중단된 지방군의 징상은 대한제국 선포 이후 재개되었다. 이 시기의 징상은 지방 진위대 병력 일부가 도성에 상주하며 중앙군처럼 활용되었다. 원수부 체제에서 지방군 징상은 징상대를 황권 강화의 수단으로 활용하고자 했던 고종의군사 정책을 상징하는 정책이었다. 러일전쟁 이후 군에 대한 영향력이 약화된 상황에서 고종은 지방군의 징상을 확대해 군축으로 폐지된 중앙 친위대의 공백을 메우려 하였다. 그러나 1907년 4월 징상대가 해체되어 시위대로 편입되면서 고종의 독자적인 군사 기반 확보 노력은 실패로 끝나게 되었다. 이를 통해 고종이 왕권 강화를 위해 단순히 원수부나 군부 같은 중앙 행정부서 뿐만 아니라 지방군도 활용했다는 것을 확인할 수 있었다.
Abstract
Following the Imo Incident of 1882, the Joseon government simultaneously pursued the reconstruction and modernization of the central army. King Gojong sought to check the influence of the Qing and foster troops to be utilized as his personal guard. Through this conscription, Gojong aimed to establish a foundation for safeguarding royal power outside the influence of the Qing. The conscription of local troops, which had been halted with the disbandment of existing local troops due to the Gabo Reforms, resumed after the proclamation of the Korean Empire. During this period, some of the garrison troops stationed in the provinces were permanently stationed in the capital and utilized like the central army. The conscription of local troops was a policy that symbolized Gojong's military policy of utilizing conscripted forces as a means of strengthening imperial power. After the Russo-Japanese War, with his influence over the military weakened, Gojong expanded the conscription of local troops to fill the void left by the disbanded central imperial guard due to military reductions. However, in April 1907, the conscripted units were dissolved and incorporated into the Royal Guards Division, ultimately leading to the failure of Gojong's efforts to secure an independent military base.
