공공부문 EA 서비스요인과 성과에 관한 연구

초록

2014년 UN의 전자정부 서비스 평가 3회 연속 한국이 우승하였으며, 지난해에는 범정부 EA가UN공공행정상을 수상하였다. 이는 범정부 EA기반 범정부 차원의 맞춤형 서비스 연계·통합 과제 발굴 및 수행에 따른 성과라고 볼 수 있겠다. 이와 같은 EA는 과거 전자정부 31대 과제 중 하나로 선정되어 추진해왔으며, 2005년 법제화 이후 공공부문에서 본격적으로 도입 및 운영·활용되었다. 많은공공기관에서 EA를 통한 대내외 성과를 도출하는 등 활발하게 활용하고 있는 반면, 10여년이 지난지금에도 몇몇 공공기관은 EA를 아직 인식수준에서 관리하고 있다. 더불어, 개별 공공기관의 EA를통한 성과는 다시, 범정부 차원의 성과로 확산되어 범정부EA를 세계의 표준으로 성장시키는 데 톡톡한 기여를 하고 있다. 이와 같이 기관에서 EA를 통해 도출 되고 있는 성과의 주요 요인이 무엇이며,어떠한 요인이 개별기관 및 범정부 EA 성과에 영향을 미치고 있는지 관련하여 EA 성과모형을 개발하고 이를 구조모형을 통한 규명을 해보고자 한다. 이를 위해 EA, EA서비스, 정보시스템 성공요인,정보시스템 성과 측정 등 이론적 선행여구를 고찰하고 논리적 추론과정을 통해 모형개발 및 검증을하고자 한다. 본 연구에서는 서비스 품질 측정·평가 모델인 서브퀄 모형(SERVQUAL Model) 및DeLone & McLean의 정보시스템성공모형을 EA 서비스 성과에 접목한 국내 최초의 연구로서 실무적 및 이론적으로 시사하는 바가 크다.

Abstract

Korea has won 3 times in a row in the evaluation of e-government services in 2014. Andthe last year, the government-EA has been awarded the UN Public Service Award. Because of thedevelopment and execution of personalized integrated services based on the government-EA,Korea has won the two award from the UN. EA has been selected and proceeded as one of the 31e-Government projects in early period, in 2005 the law which public sector must adopt the EA forefficient informatization had been enacted. Many public agencies in which actively utilized toderive such as internal and external performance through the EA. On the other hand, in the last10 years, some public agencies have still been as recognized level of management in the EA. In thisstudy, the main purpose is that to find out what is a major factor for successful use and result ofEA, what is the EA success Model and how to examine it. To do that, this study will study therelated prior research such as EA services, information systems success factors, performance measures,and develop the success model for EA and then examine the model. This study will contribute great implications in practical and theoretical in EA success model because this is thenation's first research that SERVQUAL model and the IS Success Model(DeLone & McLean 2003)has been combined and examined.
