중소기업 금융지원의 효과분석: 대·중소기업간 거래네트워크의 영향을 중심으로

중소기업 금융지원 효과를 분석한 기존 연구에서 금융지원 효과가 명확하게 밝혀지지 않은 원인을 찾기 위해 본 연구에서는 대기업 거래네트워크 소속 여부가 금융지원 수혜 기업의 성과에 미치는 영향을 실증적으로 분석하였다. 성향점수매칭 방법을 이용해 금융지원 수혜 처치집단에 대응되는 통제집단을 추출하고, 이중차분법을 적용한 패널분석 결과에 따르면, 정책금융 지원금액이 커질수록 대기업 거래네트워크에 포함된 금융지원 수혜 기업의 영업이익률은 감소하는 것으로 나타났다. 또한 중소기업 지원금액의 기업 성과에 대한 부정적인 영향는 수익성 지표로서 ROA, ROE, 당기순이익률에서도 관찰되었다. 다만 대기업 거래네트워크 소속 기업 표본에서 일관되게 관찰된 정책금융 지원금액의 효과는 대기업 거래네트워크내 기업의 거래차수에 따라 달라지지 않았다. 반면 금융지원 수혜 기업의 성과지표와 금융지원금액간 유의미한 음의 상관관계는 대기업 거래네트워크에 포함되지 않은 기업들에서는 관찰되지 않았다. 이러한 연구 결과는 기존 연구에서 금융지원 효과가 명확하지 않았던 이유의 일부분이 금융지원 수혜 기업의 거래관계에 대한 정보가 통제되지 못하였다는 사실에 의해 설명될 수 있음을 보여준다. 또한 본 연구결과는 대·중소기업 거래네트워크에서 대기업이 관련 중소기업의 위험을 흡수하며 장기적 협력관계를 구축하는 대가로 거래네트워크상 중소기업의 성과가 거래관계의 최상층부에 위치한 대기업의 성과로 전이될 수 있다는 위험분담가설을 지지하였다.
Abstract
This paper examines the role of supplier network in analyzing the impact of financial policies for SMEs on firms performance. Using firm level data on supplier relations, we first identify whether a firm is included in supplier network between large firms and SMEs. Then, we estimate the effect of supplier network on the performance of firms that are under financial policy for SMEs. Our empirical results suggest that rate of operating profits is negatively correlated with the amount of financial aid and this result holds only for firms in supplier network. Other than rate of operating profits, return on asset(ROA), return on equity(ROE), and rate of net income are shown to have negative correlation with the amount of financial aid as well. Our findings explain partly why previous literatures on the effect of policy fund for SMEs on beneficiaries performance failed to draw common conclusions, and supports risk sharing hypothesis that subcontractors profits are absorbed by principal contractors at the cost of resolving risks that cannot be controlled by subcontractors.
