본고는 노사관계가 경제성장에 미치는 영향을 이론적 모형을 통해 분석하고 정책적 함의를 도출한다. 구체적으로 임금이 경쟁시장에서 결정되는 경쟁균형과 노사간의 협상을 통해 결정되는 협상균형의 자원배분과 경제성장률을 비교한다. 협상균형의 경제성장률은 경쟁균형의 경제성장률보다 낮으며, 협상균형 중에서 노동의 몫이 클수록 경제성장률은 낮다. 경제성장률의 저하를 막고 임금이 한계노동생산과 일치하는 경쟁균형 즉 효율적 자원배분을 달성하거나 그에 가까이 가기 위해서는 사회적 합의주의의 배격, 경쟁촉진정책, 복수 노조의 전면적인 인정, 쟁의행위 기간 중 대체근로 허용, 정형근로자에 대한 노동법 상의 보호 완화, 노동시장 매개기관의 활성화 등이 이루어져야 한다.
Abstract
This paper analyzes the effect of industrial relations on economic growth through a theoretical model and derives policy implications. It compares the resource allocation and growth rate of the competitive equilibrium where the wage is determined in a competitive market with those of the bargaining one where it is determined through a labor-management bargaining. The growth rate of the bargaining equilibrium is lower than that of the competitive one. Among bargaining equilibria, the growth rate decreases as the labor share increases. To achieve or approach near the competitive equilibrium, the rejection of corporatism, competition-promoting policies, the total admission of plural unionism, the permission of substituting labor on strike, the deregulation of protecting standard workers, and the vitalization of labor market intermediary should be taken.
