경제민주주의에 대한 그리스도교적 전망

경제민주주의는 현대 사회의 사회경제적 양극화에 대한 정책적 대안으로, 사회 전반의 실질적 민주주의를 심화시킬 수 있는 정치적 대안으로 여겨지는 주제이다 따라서 세계 시민사회 . 안에서 계속적으로 제기되는 주제이기도 하다. 이런 배경 아래, 이 연구는 경제민주주의에 대한 그리스도교적인이해와 그 방향에 대해 살펴보는 것을 목표로 한다. 이 연구의 첫 번째 장에서는 세계 시민사회의 경제민주주의에 관한 논의를 살펴보았다. 공정한 경제질서를 확립하고, 분배정의에 의해 소득 격차를줄이며, 경제와 기업 내에서 다양한 이해당사자들이 민주적 절차에 따라 의사결정에 참여하는 것을 경제민주주의라고 할 수 있다. 이러한 바탕 위에서, 두 번째 장에서는 미국주교회의의 「모든 이를 위한경제정의」와 베네딕토 16세의 「진리 안의 사랑」에서 드러나는 경제민주주의를 살펴보았다. 미국주교회의는 교환정의와 분배정의라는 개념을 통해 공정한 경제질서를 확립하고 양극화를 완화하는 정책 대안을 제시한다. 동시에사회정의 또는 공헌적 정의라는 개념으로 경제 영역의 의사결정에 다양한이해당사자의 참여를 제안하고 있다. 이 문헌은 기본적 정의를 경제 영역에실현하는 것, 그리고 미국 건국 당시의 정치적 민주주의의 원리를 경제에 적용하는 실험을 경제민주주의라고 여기고 있다. 양극화와 주주자본주의의 폐해를 인정하면서도, 베네딕토 16세는 시장과 국가 너머에서 이루어지는 시민들의 자율적 경제를 경제민주주의라고 이해한다. 상호성과 형제애에 바탕한 시민적 경제이자 친교의 경제인 경제민주주의는 시민들의 자발적인 참여와 책임 아래 이루어지는 경제 형태라고 할 수 있다. 이 연구의 세 번째 장에서는 이상의 논의들을 비교했는데, 첫째로 모든논의들이 정치적 평등뿐 아니라 경제적 평등을 중시했던 공화주의적 전통에영향을 받고 있음을 확인하였다. 둘째로, 다른 논의들과는 달리 베네딕토 16 세의 경제민주주의는 국가와 정치의 역할보다는 훨씬 더 시민적 덕성에 기초하여 국가와 시장 너머의 경제민주주의를 추구하고 있음을 알게 되었다. 이 연구를 통해, 현실에서의 사회 문제, 특히 경제적인 주제와 관련하여가톨릭 사회문헌 연구에 새로운 통찰을 제공해 줄 수 있으리라 기대한다. 그러나 연구 주제와 관련하여 사유재산권과 재화의 보편적 목적의 원리, 국가의 역할과 보조성의 원리 등에 대해서는 좀 더 깊은 연구가 필요할 것이다.
Abstract
Economic Democracy is an issue considered as an economic policy for alleviating the social economical polarization in the modern society and as an alternative political plan for intensifying the real democracy in the whole society. This issue, therefore, arises continually in the civil society of the world. In this basis, the purpose of this study is to seek the christian understanding on the economic democracy and its direction. In the first chapter of the study, the discussion of the issue in the world was searched. The economic democracy can be defined by the establishment of fair economic order, the alleviation of income differnetial, and the democratic participation of diverse stakeholders into the decision making of economic sphere. The second chapter of the study focuses on the issue of economic democracy in the pastoral letter Economic Justice for All of Unite States 「 」 Conference of Catholic Bishops and in the encyclical 「Caritas in Veritate」 of Pope Benedict XVI. The bishops propose some policies for the alleviation of the economic polarization through the concepts of commutative justice and distributive justice. At the same time, they suggest the partnership and cooperation of many persons and groups within firms and industries through the concept of contributory justice. They consider the economic democracy as the realization of basic justice in the economic sphere, that is an experiment of applying the democratic principles into the economy. While recognizing the economic polarization and the abuses of shareholder capitalism, pope Benedict considers the economic democracy as citizen's autonomous economic system beyond the state and the market. The economic democracy, called civil economy or economy of communion based on reciprocity and fraternity, depends on citizen's voluntary participation and responsibility. The third chapter analyzes the above discussion and shows that, first, most discussions were influenced by the republican tradition focusing on the economic equality, second pope Benedict focuses on civil virtues more than the role of the state and politics, and seeks the economic democracy beyond the state and the market. Through this discussion, this study can offer a new insight to the study of the catholic social documents, particularly based on the issue of economy. On the other hands, we need the deeper study on the relation between the right of private property and the principle of universal destination of goods and between the role of the state and politics and the principle of subsidiarity.
