공화주의적 경제 민주주의의 전망

‘경제 민주주의’의 의미는 논자에 따라 다양하게 해석될 수 있다. 가령 맑스의 체계 내에서 그것은 가장 효율적인 경제 체제를 의미하는 것으로 해석될 수 있으며, 롤즈(J. Rawls)에게서는 경제 정의의 실현을 의미하는 것으로 변형될 수 있다. 그러나 필자는 민주주의는 효율성의 문제가 아니라 규범의 문제이며, 달성하고자 하는 상태가 아니라 절차라는 측면에서 메이슨(R. Mason)과 달(R. Dahl)의 입장을 수용하여, ‘경제 민주주의’를 정치적 민주주의의 경제적 적용으로 이해하고자 한다. 이렇게 보면 경제 민주주의의 내용은 그 선행 이념, 즉 그것이 전제하는 민주주의 이념에 크게 의존할 것이다. 그리고 현재 가장 널리 수용되고 있는 민주주의 이념은 자유 민주주의이지만 필자는 경제 민주주의의 배경이론으로서 참여적 공화 민주주의를 새롭게 제안하고자 한다. 자유 민주주의는 그 역사적 의의에도 불구하고, 현대와 같은 다원주의 사회에서는 자유주의적 권리들을 이론적으로 정당화할 수 없다는 한계를 드러낸지 오래이며, 실천적으로도 경제 양극화나 소수자 차별처럼 자유 민주주의의 확대와 더불어 발생하는 자기 부정적 현상들을 설명하지 못하고 있다. 그 동안 자유 민주주의의 대안으로 제시되었던 이념들의 한계를 인정한다 하더라도 여전히 새로운 민주주의 모델이 고려될 필요가 있는 것이다. 참여적 공화 민주주의의 입장에서 본 경제 민주주의는 시민들이 공적 정치활동을 통해 경제단위와 경제체제를 스스로 선택하며, 사적인 수준에서의 경제활동을 통해서도 국가 경제에 영향을 미칠 수 있도록 시민들의 경제적 참정권을 극대화하는 방식으로 경제체제를 구축하는 것을 목적으로 한다. 이를 위해서는 경제단위 구성권과 경제적 생존권, 경제활동 주체 이전의 자유, 경제체제 선택권 등이 우선적으로 보장될 필요가 있으며, 나아가 정부가 경제적 투명성을 보장하고, 시민들의 경제적 경쟁력 확보를 위해 노력하며, 공정한 성과경쟁적 시장경제 체제를 운영하도록 촉구할 필요가 있다.
Abstract
‘Economic democracy’ holds different meanings according to writers. For example, it may mean a efficient economic system to Karl Marx. And it can be connected with realization of economic justice in John Rawls. However, neither efficiency nor end state is the main concern of democracy. The most important problem which democracy as a political procedure raises is a question of normativity. For those reasons, I agree to Mason's and Dahl's views, both of which describe economic democracy as the application of political democracy to the economic sphere. Of course, this application depends entirely on what such democracy is. I prefer republicanism to liberalism. Theoretically, liberalism can not justify, for itself, major rights which it wants to defend. Practically, it cannot explain negative results of liberalism such as socioeconomic polarization, discrimination against minorities. We need new models of democracy, and the model of participatory republican democracy, which I proposed in other article, is one of them. My model proposes the economic system that guarantees citizens the economic franchise. It means that citizens can exercise their influence on national economy even through their individual economic activities. For this, the model needs the right to form a economic unit, the right of welfare, and the right of movement of economic subjects. Under these rights, it hopes to achieve economic transparency, to promote a society of economically independent individuals, and to establish a performance-competitive market system.
