다문화 담론의 확산과 ‘국민’의 경계에 대한 인식 변화: 의식조사 결과 분석을 중심으로

최근 다문화 담론의 급속한 확산은 그동안 한국 사회에서 당연시되어온 민족의 경계 및 민족주의 개념에 대한 새로운 재검토를 요청하고 있다. 이 글에서는 먼저 최근 다문화주의를 둘러싼 논쟁을 고찰하고 다문화주의와 민족주의의 상호 관계, 국민과 민족의 경계에 대한 새로운 시각과 그 함의들을 분석한다. 이어서 전국 설문지조사 결과를 토대로 일상생활 속에서 인지되는 다문화 담론과 국민/민족의 경계에 대한 태도의 다양한 양상들을 고찰한다. 대한민국 국민, 한민족, 세계인으로서의 귀속의식은 한국 국민의 범위, 곧 누가 국민인가에 대한 인식에 서로 다른 영향을 미치고 있다. 한민족으로서의 소속감이 강한 사람들은 그렇지 않은 사람들에 비해 일관되게 다양한 이주민 집단과 북한동포를 국민으로 포용하는 관용적인 경향을 보였다. 이러한 결과는 민족 소속감이 생득적 혈통적 순수성을 중시하는 배타적 태도라는 기존의 고정관념과는 상이한 것이다. 또한 국민 소속감이 강한 응답자들이 다양한 이주민들을 국민으로 받아들이는데 가장 소극적이었다. 한민족 귀속의식보다 국민 귀속의식이 오히려 국민의 범위를 더 좁게 제한하는 경향이 있다는 결과는 매우 흥미로운 것이다. 한편 세계인에 대한 소속감은 이주민을 국민으로 포용하는 보다 관용적인 태도를 강화하는 것으로 나타났다. 하지만 문제는 세계인 소속감에 공감하는 응답자가 아직 10명 중 3명 정도에 불과하다는 것이다. 한국 사회에서 문화다양성을 수용하고 보편주의를 지지하는 태도가 한국의 민족주의 혹은 국민귀속의식과 상호 배타적인지 혹은 공존하는 것인지에 대해 더 많은 이론적 토론과 경험적 분석이 축적되어야 할 것이다.
Abstract
Ordinary perception of nationhood and sense of national identity which was taken for granted among Korean people are now put into reconsideration in the middle of recent introduction and expansion of multicultural ideas into Korea. In this article, I'd like to look into discussions around the meaning and misunderstandings of multicultralism and multicultural policies in Korea, and also find out some implications for new perspectives on the relation of multicultralism and nationalism in Korean context. Extending this theoretical consideration, everyday perception of national identity in this article is analysed not as a fixed and unchanging disposition but as continually negotiated process through social interaction. Three types of sense of belonging, that is, perception of being a member of Korean citizen, Korean ethnicity, and cosmopolitan citizen have different influence to the attitude whether ethnic minority groups are included as a member of Korean community or not. Respondents who have strong sense of belonging to Korean ethnicity show more generous attitude to ethnic minority groups. In contrast, respondents with vivid identity as Korean citizen have relatively narrow perception on boundary of Korean nation. Cosmopolitan identity is not so popular as ethnic Korean identity. Only 30% of respondents agreed that they feel close to the identity as world citizen. However, it is also important that people who have positive cosmopolitan identity tend to be more generous and tolerant to ethnic minority groups. Dynamic relations and process of negotiation between these different level of identities in Korean context need to be analysed in further studies.
