우크라이나 전쟁 피란 고려인 연구 - 혼합 이주를 중심으로 -

2022년 2월 24일 우크라이나와 러시아 간에 전쟁이 시작되었다. 이 과정에서수많은 난민이 발생하고 있으며 우크라이나인들은 세계 각국으로 이산되고 있다. 우크라이나 난민 중에는 고려인들도 상당수 포함되어 있다. 이 연구는 우크라이나고려인의 피란 경험을 피란민, 이주자, 그리고 재외동포의 위치에서 혼합 이주 개념을 중심으로 분석하였다. 이 연구는 다음 세 가지 문제에 답하고자 하였다. 첫째, 우크라이나 피란 고려인은 한국을 제외한 모든 나라에서는 임시 난민 위치로 인도적・정책적 지원을 받지만, 우크라이나를 떠나 한국에 입국하는 고려인은난민의 위치에 속하지도 못하고 이주자에 속한다. 동시에 고려인은 재외동포의 신분 위치를 가졌다. 그렇다면 우크라이나 전쟁으로 발생한 피란 고려인의 위치는임시 난민인가 이주자인가? 여기서 재외동포인 고려인은 어떠한 위치에 있으며어떤 관점에서 접근해야 하는 것일까? 둘째, 한국 정부는 북한이탈주민은 지원하지만, 고려인은 지원하지 않고 있다. 더군다나 같은 민족도 아닌데 아프가니스탄 난민들은 지원하였다. 분명히 고려인은 재외동포 신분으로 한국 정부의 보호가 가능한 범위에 있는 사람들이다. 한국정부가 우크라이나 전쟁 고려인을 지원하지 않는 이유는 어디에 있는가? 셋째, 국내에서는 아직 글로벌 혼합 이주 거버넌스가 작동한 적이 없었다. 그동안 난민과 이주자 문제 연구도 각각 별도로 이루어져 왔다. 하지만 난민이면서 이주자, 재외동포 위치로서 혼합 이주 체제에 대한 연구는 없었다. 유럽 국가들은 이번 우크라이나 난민수용 과정에서 어떠한 이주 거버넌스를 보이고 있는가? 한국사회가 사각지대에 위치한 이들 보호에 대한 방안은 무엇이며, 새로운 규범이나제도적 틀은 어떻게 만들어야 하는가?

Abstract

On February 24, 2022, war broke out between Ukraine and Russia. In this process, numerous refugees are being generated and Ukrainians are being dispersed to countries around the world. There are also a significant number of Goryeoin among the Ukrainian refugees. This study analyzed the mixed migration from the perspective of refugees, migrants, and overseas Koreans through the evacuation experiences of Ukrainian Goryeoin. This study tried to answer the following three questions. First, Goryeoins who fled from Ukraine receive humanitarian and political support as temporary refugees in all countries except Korea, but Goryeoins who enter Korea do not belong to the status of refugees but belong to migrants. At the same time, Goryeoin had the status of an overseas Korean. Then, is the location of the Goryeoins who fled due to the war in Ukraine temporary refugees or migrants? Where are the overseas Koreans, Goryeoins, and from what point of view should they be approached? Second, the South Korean government supports North Korean escapees, but not Goryeoin. Moreover, even though they are not of the same ethnicity, Afghan refugees helped. Clearly, Goryeoin are overseas Koreans who are within the scope of the Korean government's protection. What is the reason why the Korean government does not support Goryeoins fleeing the war in Ukraine? Third, global mixed migration governance has never worked in Korea. In the meantime, studies on refugee and migrant issues have been conducted separately. Therefore, there has been no study on the mixed migration system as a refugee, migrant, or overseas Korean. What kind of migration governance are European countries demonstrating in the process of accepting Ukrainian refugees? What are the measures to protect those in the blind spot of Korean society, and how should new norms or institutional frameworks be created?
