탈성장 시대 ‘지속가능발전 목표’의 ‘정의로운 회복탄력성’으로의 전환

이 글은 ‘생태사회적 배제’라는 프리즘으로 인류세 등장 이후 탈성장 시대의 임박한 도래를 다루고 있다. 그리고 발전 개념과 관련하여, 탈근대적 발전과 탈발전의 틀이 탈성장 지향을 어떻게 차별화하는지 검토한다. 이어 지속가능발전 목표가 탈성장 시대에 걸맞지 않는 지속불가능한 환상임을 주장하고 그 대안으로 정의로운 회복탄력성의 구체화를 제안한다. 이러한 정의로운 회복탄력성은 탈근대적 발전의 전망에서 선진도시, 후진도시를 막론하고 거시적, 중범위적, 미시적 수준을 넘나드는 생태사회적 전환의 목표 및 지표, 실행 프로그램 등으로 구체화될 필요가 있다.
Abstract
This paper deals with the emerging 'postgrowth' age long after the appearance of anthropocene on the basis of ecosocial exclusion prism. In relation to the concept of development, it examines differential influences of each framework of 'postmodern development' or 'de-development' to the orientation for degrowth. It is argued that sustainable development goals led by UN may be 'unsustainable' mirages which would collide with the values of postgrowth, and that we should make concrete the alternative concept of 'just resilience'. Its operational definition needs the index-making and execution of ecosocial transition programs in the context of the vision of postmodern development.
