교정시설내 심리치료 운영 실태 분석 연구

An Analytical Study on the Current State of Psychological Treatment Operations in Correctional Facilities

초록

본 연구는 교정기관 내에서 이루어지는 심리치료의 운영 실태를 파악하고, 심리치료의 활성화와 개선을 위한 방안들을 논하였다. 이를 위해, 전국 7개의 심리치료 센터, 5개의 심리치료과, 보안과 내 47개의 심리치료 팀을 대상으로 관련 프로그램 및 실적을 조사하였다. 결과를 보면 교정시설 내 심리치료는 개인 상담과 집단상담을 중심으로 구성되어 있으며, 대상 혹은 범죄의 특성에 따라 필요한 프로그램을 계획하는 처우 계획을 통해 심리치료가 운영되는 것으로 나타났다. 개인 상담은 초기상담에 이어 탐색 상담, 예방 상담, 변화 상담, 외부 전문가 상담의 과정으로 이어지며, 예방 상담의 경우 후속 상담을 진행하고 있었다. 수용자 개인 상담 실적을 보면 2017년(131,797명)부터 2023년(143,494명)까지 코로나 기간인 2020년, 2021년을 제외하고 지속적으로 증가하고 있는 것으로 나타났으며 징벌 대상자, 징벌 집행 중인 수용자, 일일 중점 관찰 대상자, 자살 기도 수용자 등을 대상으로 한 예방 상담의 비율이 가장 높았다. 심리치료 프로그램은 성폭력, 아동 학대, 마약, 가정폭력, 스토킹, 동물 학대 관련 법령에 따라 이수 명령이 병과된 대상자들에게 진행되며, 정신질환, 우울 특화, 규율 위반 프로그램을 통해 수용 생활 적응을 돕기 위해 심리치료를 진행하는 것으로 나타났다. 본 연구에서는 이러한 결과를 중심으로 교정 시설 내 심리치료의 운영 방향에 대해서 논하였다.

Abstract

This study aims to identify the operation status of psychotherapy programs in correctional facilities and discuss ways to revitalize and improve correctional counseling. To this end, a data survey was conducted on professional counseling and psychotherapy programs in correctional facilities, focusing on the operation of the institutions and the current status of the programs. To do so, seven psychotherapy centers, five psychotherapy departments, and 47 psychotherapy teams nationwide were surveyed for their performance and programs. The results showed that the treatment programs in correctional facilities are mainly composed of individual and group counseling, and that counseling and psychotherapy are operated through an assessment process to plan necessary programs according to the characteristics of the target or crime through the treatment plan for inmates rather than voluntary counseling. Professional individual counseling was structured as an initial counseling, followed by exploratory counseling, prevention counseling, change counseling, and consultation with external experts, and in the case of prevention counseling, follow-up counseling was conducted. According to the results of specialized counseling for inmates, the number of inmates has been steadily increasing from 2017 (131,797) to 2023 (143,494), except for 2020 and 2021 during the corona pandemic, and the proportion of preventive counseling for inmates subject to punishment, inmates undergoing punishment execution, inmates on daily focus observation, and inmates. attempting suicide was the highest. Psychotherapy programs are conducted to inmates who have been sentenced to completion under laws related to sexual assault, child abuse, drugs, domestic violence, stalking, and animal cruelty, as well as programs for mental illness, depression, and disciplinary infractions to help them adjust to life in prison. Based on the results, the operation direction of correctional counseling was discussed.
