Abstract

The prospects for labor movement in the era of globalization seems very gloomy. Everyday we hear about labor market flexibilization, decentralization of industrial relations, increase in atypical work and dual labor market, the "third way" or the demise of traditional social democracy, crisis of labor movement, and so on. All these talks imply the weakening of the relative strength of the organized labor in the power relations between labor and business in the era of globalization. Yet, we find some ground against this gloomy view about the future of labor movement. First, we point out, the talks about "regime competition" in the context of globalization is greatly exaggerated. Second, the mobility of capital vis-a-vis organized labor and/or the state is also overestimated. Finally, the organized labor as well as the state can provide "functional hegemony" which enables and serves capital to get more profits. The rise in neocorporatist concertation between the two sides of industry and the state and the renaissance of centralized bargaining and bilateral talks in the advanced industrialized countries since the mid-1990s witness our more optimistic view about the prospects for labor movement.
