러시아의 지역개발 전략과 동북아 국가들과의 관계 -극동시베리아지역의 에너지자원을 중심으로

Abstract

Federalism in Russia cannot further develop unless regional development in Russia can be foreseeable in the future. The precondition for continuing the unity in Russia as a nation requires the stable regional developments in terms of both economic and social aspects. This also applies to the case of Russia’s Far East and Siberian regions. These regions (Russian Far East and Siberia), which had seriously suffered from every aspects since 1990 have increasingly distrusted the central government of the Russian Federation, thus prevailing anti-central government sentiment in these regions from the beginning of the Russian Federation. However, the central government of Russia has recently tried to get rid of such complaints of regional governments by launching the big-scale developmental projects mainly related to energy resources in those regions. The ultimate goal of the central government in Russia for these regions has attempted these undeveloped regions to turn into the self-supporting economic system. In this respect, the central government of Russia has make tremendous efforts to develop energy resources in those regions at the federal level, thus belonging these regions to be the part of Northeast Asian economic region. This Russia's developmental strategy in these regions can be understood within the grand framework of national strategies based on regional stability and national unity. Under these strategies, the Russian Federation expects to have improving relations among the nations in Northeast Asia from the economic cooperation to the political cooperation. Russia has been eagerly interested in involving the neighbouring nations in Northeast Asia to the developmental project of Far East and Siberia. This indicates that Russia has tried to widen and deepen its relations with the nations in Northeast Asia which need energy resources of Russian Far East and Siberia.
