본 연구는 사회주의 국가 동독이 시장경제를 받아들이고 국제사회의 일원으로 편입되는 체제변환 과정을 분석하는 것을 주목적으로 한다. 시장경제로의 편입은 사유화와 민영화로부터시작한다는 점에서 독일의 경우 동독이 5개의 주로 분리 독립하여 서독의 연방에 편입되는통일의 과정을 경험했다는 점에서 서독에 편입된 동독은 통일된 독일의 법적 지위를 갖게 된다. 따라서 독일 통일 과정에서 동독의 시장경제로의 편입과정은 주로 양 독일의 교류와 서독정부의 통일을 위한 제도적 준비에 주목해야 한다. 따라서 본 연구는 사유화와 민영화의 주체인 신탁청의 역할에 주목하고 서독이 서독의 국제사회에 동독을 편입시키기 위해 당시 GATT 와 유럽경제공동체에 취한 조치들을 중심으로 국제사회의 역할의 중요성과 정보통신기술의통합과정 사례를 통해 민간 행위자의 역할의 중요성을 강조한다. 독일의 시장개방과 경제발전과정에서 주요 행위 주체를 구별하여 통일 전 동독과 서독 그리고 통일 이후 새롭게 형성된주 및 독일 정부와 동독의 국제사회로의 편입에 영향을 준 국가와 민간 그리고 국제기구로서유럽연합의 역할 구별을 통해 모든 행위자의 복합적인 상호작용을 바탕으로 동독의 국제사회로의 편입이 가능했다는 결론을 도출하여 한국적 함의를 탐색한다.
Abstract
This study aims to analyze the process of transformation of the socialist state of East Germany into a market economy and a member of the international community. The transition to the market economy starts with privatization, and in the case of Germany, East Germany experienced a reunification process in which it was separated into five states and incorporated into the federal state of West Germany. Therefore, the transition to the market economy of East Germany during the German reunification process is mainly concerned with the exchange between the two countries and the institutional preparation of the West German government for reunification. Therefore, this study focuses on the role of the trusteeship as an agent of privatization, and emphasizes the importance of the role of the international community, focusing on the measures taken by the West to integrate the GDR into the international community through the GATT and the European Economic Community, and the importance of the role of private actors through the case of the ICT integration process. By identifying the main actors in the process of market opening and economic development in Germany, Identifying the roles of the state, the private sector, and the European Union as an international organization in influencing the integration of East Germany into the international community and explore the implications for Korea by concluding that the integration of East Germany into the international community was possible through the complex interaction of all actors.
