본 연구는 생성형 인공지능의 부정적인 영향에 대처하는 국가 대응의 구별을 목적으로 한다. 생성형 인공지능으로 인한 허위정보가 민주주의 정치 참여의 꽃이라고 할 수 있는 선거 과정에 영향을 주게 됨에 따라 이에 대처하기 위해 대부분 국가에서 다양한 규제 입법의 필요성이 대두 중이다. 그러나 이 분야 입법과정은 국가 핵심산업의 주요 기술을 다루며 경제안보 이슈와 연계되어 다중 이익 당사자들의 갈등이 존재하는 영역으로 규제를 형성하는 데 많은 어려움이 존재한다. 따라서 다수 국가에서 입법화에 실패하며 자율규제 방식을 추구하고 있다. 이렇듯 규제 효과에 한계가 존재한다는 점에서 생성형 인공지능으로 인한 허위정보를 구별할 수 있는 시민의 역량에 관한 관심이 높아지고 있다. 따라서 본 연구는 생성형 인공지능으로 인한 허위정보에 가장 잘 대응할 수 있는 국가로 거론되는 핀란드 사례를 통해 생성형 인공지능의 부정적 영향을 완화하기 위해 중요한 조건으로서 미디어 리터러시 역량 강화의 필요성을 강조하고자 한다.
Abstract
This study aims to identify state responses to the negative impacts of generative AI. As disinformation caused by generative AI affects the electoral process, which is the centerpiece of democratic political participation, the need for various regulatory legislation is emerging in most countries to deal with it. However, the legislative process in this field is an area with many difficulties in shaping regulations because it deals with significant technologies in the country's core industries, is linked to economic and security issues, and has conflicts between multiple stakeholders. Therefore, many countries have failed to enact legislation and are pursuing self-regulation. Given these limitations on the effectiveness of regulation, there is growing interest in the ability of citizens to recognize false information caused by generative AI. Therefore, this study emphasizes the need to strengthen media literacy skills as an essential condition to mitigate the adverse effects of generative AI, as shown in Finland, which is considered the country best able to respond to misinformation caused by generative AI.
