김정은 집권 10년과 북한 주민들의 식량권 : Entitlement와 R2P의 관점에서

초록

유엔 사회권규약의 당사국으로서, 북한당국은 “식량의 생산, 보존 및 분배의 방법을 개선” 하여 북한 주민들을 “기아로부터 해방” 시켜야 할 책무가 있다. 그러나 북한에서는 소위 “고난의 행군”(1995~1998) 시기에 대규모의 아사자(餓死者)들이 발생한 이후에도 지금까지 아사및 영양실조에서 비롯된 병사(病死)에 대한 보고가 계속되고 있다. 본 논문은 그 원인을 “식량 총공급량의 감소”(FAD)뿐만 아니라 아마르티아 센(Amartya Sen) 교수가 주창(主創)한“식량 접근권의 감소”(FED)라는 관점에서도 규명하고 있다. 북한 주민들의 식량권에 FAD와FED 모두가 작용하고 있음에도 김정은은 집권 10년간에 어느 것도 극복하지 못했다. 본 연구는, 한국을 비롯한 국제공동체의 효과적인 보호책임(R2P) 이행을 모색하기 위해 북한 주민들의 식량권에 대한 지속적인 침해가 북한의 경제･사회체계(systems)에 가져온 변화와 정치체제(regime)에 가해질 충격, 그리고 그에 따른 인권상황에 대한 영향을 후기공산주의사회의 이원적 분화와 시민사회의 등장 및 정치변동의 관점에서 베트남, 중국, 몽골 사례를 준거로 하여분석하고 있다.

Abstract

As a State Party to the UN ICESCR, the North Korean authorities have the responsibility to let their people “be free from hunger” by improving “methods of production, conservation, and distribution of food.” Yet, deaths from hunger and illnesses due to malnutrition continue to be reported in North Korea ever since the widespread loss of life from starvation during the so-called period of “the Arduous March”(1995~1998). Therefore, this paper investigates the causes of this situation from the perspectives of both Food Availability Decline(FAD) and Food Entitlement Decline(FED), as proposed by Amartya Sen. During his decade in power, Kim Jong-un has been unable to overcome either FAD or FED, even though both infringe on the North Korean people’s right to food. With reference to the cases of Vietnam, China, and Mongolia in terms of dichotomic social differentiation, the beginnings of their civil society, and political change in the late-communist stage, the current research analyzes the impact of the persistent violation of the people's right to food in North Korea on changes in its economic-social systems, the assumed impact on its political regime, and the ensuing influence on its human rights situation to search for effective R2P commitments from the international community, including South Korea.
