Abstract

This paper examines the direct cause and process leading to the intensification of conflict between Japan and South Korea in the early 2010s. Since 2011, the friction between the two countries over historical issues has tended to be protracted due to issue linkages to other policy areas (security and economy). To explain this mechanism, this article develops a new analytical framework by focusing on the connection between the concepts of status and recognition in international relations theory. The analysis suggests that the conflict between the two countries during the summer of 2011 and summer of 2012, the period considered to have marked the fundamental transition, was triggered by the condition of status misrecognition between the two countries. In a word, through the interaction between the two countries after the recurrence of the comfort women issue in 2011, the South Korean government and society found the Japanese attitude towards the issue increasingly contrary to their expectations, leading to a change from the previous moderate policy towards Japan.
