연구의 목적은 인천광역시를 대상으로 자치구(군)간의 지역격차에 대한 실태분석을 통해 지역균형발전 방안과 주민의 삶의 질을 제고할 수 있는 정책수립에 기초자료를 제공하고자 한다. 본 연구의 자료분석은 두 단계로 이루어졌으며, 사용된 통계적 분석 프로그램은 AMOS 18.0이다. 첫째, 인천광역시 자치구(군)간의 지역격차 요인이 일반시민과 공무원 집단에서 동일하게 사용될 수 있는지를 검증하기 위해 구인동등성 검증을 실시하였다. 둘째, 측정의 오차를 통제하였을 때 지역격차를 구성하고 있는 4개 하위요인들은 일반시민과 공무원 집단 간에 차이가 있는지를 잠재평균분석을 수행하였다. 분석결과, 첫 번째로 일반시민과 공무원 집단의 자치구(군)간 지역격차에 대한 4요인 모형이 두 집단 모두에게 적합한 것으로 확인되었다. 이러한 결과로 두 집단의 지역격차 요인 간에 구인동등성이 있다는 것을 확인하였다. 두 번째로 측정오차를 통제한 상태에서 잠재평균분석을 실시한 결과, 일반시민과 공무원 집단의 지역격차 요인에 대한 두 집단의 평균차이를 비교하기 위해 잠재평균비교를 실시하였다. 일반시민을 참조집단으로 설정하고 분석한 결과, 4개 요인에서 공무원 집단이 일반시민 집단보다 통계적으로 유의미하게 더 높은 평균값을 보였다. Cohen의 효과크기(d)는 모든 잠재변수에서 일반시민과 공무원 집단 간의 큰 차이가 존재하는 것으로 나타났다.
Abstract
The purpose of this study is to offer solutions for balanced local development as well as basic data in the establishment of policy that will enhance the quality of the lives of residents through a reality analysis of the regional disparity between autonomous districts (counties) focused on Incheon metropolitan city. The data analysis in this study was conducted in two steps, and AMOS 18.0 was used as a statistical analysis program. First, in order to verify whether regional disparity factors between autonomous districts(counties) in Incheon metropolitan city are able to be used equivalently in the citizen group and the civil servant group, the study carried out a construct equivalence test. Second, the study undertook a latent means analysis of four sub-factors that compose the regional disparity while controlling measurement errors to see if there is any difference between the citizen group and the civil servant group. As a result of the analysis, first, it was confirmed that the four-factor model regarding the regional disparity between autonomous districts(counties) between the citizen group and the civil servant group was appropriate for both the groups. Through this result, it was confirmed that there is construct equivalence among the regional disparity factors between the two groups. Second, as a result of conducting a latent means analysis on conditions for controlling measurement errors, the study performed a latent means comparison to compare the mean difference between the two groups concerning the regional disparity factors between the citizen group and the civil servant group. As a result of taking citizens as a reference group and analyzing the group, the civil servant group exhibited a statistically significant higher mean value than the citizen group in the four factors. With regard to Cohen’s effect size(d), it was discovered that there is a great difference in all latent variables between the citizen group and the civil servant group.
