China has become a significant participant in UN peacekeeping operations, especially in Africa. Indeed, China currently sends more peacekeeping troops abroad than any other permanent member of the UN Security Council. China’s stance on peace operations in Africa is closely tied to its attitude on state sovereignty. It has long been a central tenet of Chinese foreign policy post-1949 that the normative principles of state sovereignty and non-interference must serve as the bases for international relations between states. Intervention must be legitimate, have UN authorization, occur at the invitation of the affected state, and respect the sovereignty of that state. This view of sovereignty has arguably often eclipsed China’s perception of its responsibilities as a global power. Therefore Chinese policy on its approach to sovereignty has evolved. This position is shifting somewhat, as Beijing’s growing involvement in peace operations, though this principles remains fundamental. China’s peacekeeping operations on Africa came close to making flexible its own principles on non-interference.
