Abstract

In Korean superintendent of education election, candidates’ ballot orders are determined by the “randomize and rotate” system to prevent candidates from taking (dis)advantage from their positions on ballot. In this paper, we study whether this system can lead to vote distortion. Uninformed voters may mistakenly believe that randomly drawn candidates’ orders in ballot are determined in the same way as that of partisan races. As such, candidates’ vote shares can be affected by whether they are located in the same position as parties that are popular in a given region. We show that the first- (second-) listed candidates’ vote shares are positively correlated with the first- (second-) listed party’s vote share. In addition, we simulate all the possible ballot positions and calculate candidates’ hypothetical vote shares in each case. Our findings suggest that candidates’ vote shares can be substantially affected by how ballot orders are arranged. We conclude by discussing potential alternatives to the current system to prevent such distortions.
