투표용지 순서효과에 대한 지역의 조절효과 - 2010년 및 2014년 한국 교육감 선거에 대한 경험적 분석 -

본 연구는 교호순번제의 도입에도 불구하고 한국 교육감 선거에서 투표용지 순서효과가 존재했는지 그 여부와 함께 순서이익이 지역에 따라 달라지는 조절효과가 발생했는지를 검증하는데 목적이 있다. 연구결과 투표용지 순서효과는 교호순번제의 도입에도 여전히 존재하고 있으며, 그 방향은 순차적인 효과이기보다는 첫 순위에 대한 이익으로 나타났다. 그러나 첫 순위 효과로 나타나는 일반적인 순서효과와 달리, 호남에서는 지역주의 투표행태와 관련이 있는 두 번째 순위에 대한 이익이 나타났으며 따라서 정당표방을 금지하고 있는 교육감 선거에 정당지지가 개입되고 있는 것으로 추측할 수 있다. 이에 근거하여 본 논문은 실질적인 후보 선택기준을 제거하여 유권자들의 후보자 선택을 어렵게 함과 동시에 도입목적인 정당의 영향력 배제 역시 수행하지 못하고 있는 현행 교육감 선거제도의 정당표방금지 조항에 대한 재고를 제안하고자 한다.
Abstract
The purpose of this study is in verifying two questions. First of all whether if the ballot order effect exists in the educational superintendent election even after the implement of the system of ballet rotation. Secondly to examine if there is a moderate effect that changes the ballot order effect in the election due to the preference of parties in different regions. In result the ballot order effect indeed has occurred even in the most recent educational superintendent election. It shows that the ballot orders effect seems to be a more primacy effect than a linear effect. However in the Honam region, different from the primacy effect, the candidates with the second order in the ballot benefited due to the regional voting behavior. From this result we can see a pseudo-support of political parties is present even though intervention of the parties is banned in the superintendent election. Based on this, the system of prohibiting the advocacy political parties in the superintendent election should be revised due to the fact it eliminates a criteria for the voters and also that it does not fully exclude influence of political parties as well.
