한국 연줄사회조직의 특성과 신뢰구조의 이해: 이중적 신뢰구조가 갖는 민주주의에 대한 함의는 무엇인가?

본 논문의 목적은 한국인들의 결사체 참여 유형을 파악하고 결사체 참여유형과 대인신뢰구조가 어떤 연관을 가지고 있는지를 경험적으로 분석하는데 있다. 그리고 나아가서 미래에 한국인들의 사회조직생활 패턴의 변화 가능성을 경험적으로 확인해 보고자 한다. 경험적 분석에 따르면, 한국인들의 사회조직생활은 기본적으로 동창회, 친목회, 그리고 취미클럽을 중심으로 이루어지고 있으며, 종친회와 향우회와 같은 비공식적ㆍ일차적 조직들이 쇠퇴하고 있는 반면에, 여성단체, 환경단체, 그리고 자원봉사단체와 같은 시민성이 높은 단체들의 성장도 빠른 속도로 진행되고 있지 않음이 경험적으로 확인되었다. 자원 결사체 조직특성이 ‘수직적(vertical)', '동종교배적(homogeneous)', '비공식적(informal)', 그리고 ’회원 중심적(member-centered)'인 조직들에 참여하는 사람들일수록 다른 동료시민들에 대한 일반신뢰(generalized trust)가 낮으며, 조직특성이 반대로 나타나는 경우에는 높은 일반신뢰를 보여주었다. 예를 들면, 향우회, 종친회, 그리고 동창회 활동에만 적극적인 사람들이 공익NGO에 참여하는 사람들에 비해 낯은 대인신뢰수준을 보여주었다. 미국사회의 대인신뢰구조와 비교하여 보았을 때, 한국인들은 내부집단과 외부집단을 엄격히 구분하여 신뢰수준을 달리하고 있음이 확인되었다. 마지막으로, ‘연줄사회’로 불리는 한국인들의 교제생활의 특성이 쉽게 변화하지 않을 것으로 경험적으로 유추되었다. 왜냐하면, 교육수준별, 세대별, 직업별로 구분하여 사회조직생활 패턴의 변화가 있는지를 관찰하여 보았을 때에도 커다란 변화는 감지되지 않기 때문이다. 그리고 심지어 공익NGO 참여자들조차도 혈연, 학연, 지연에 기초한 자원결사체에 대한 개입을 조금도 변화시키지 않고 있음이 확인되었다. 본 연구는 ‘연줄사회’의 지속성과 한국인들의 ‘대인신뢰구조의 이중성’은 깊은 연관을 맺고 있음을 확인하였다. 그리고 보편적 부르주아 시민사회의 주요한 덕목인 일반신뢰의 부족으로 민주주의 공고화는 다소 늦어질 것으로 예상하였다.
Abstract
The objective of this study is to determine the patterns of associational life among South Koreans and to empirically examine the relationship between those patterns and their respective levels of interpersonal trust. Furthermore, this research is designed to examine and predict potential changes in the pattern of associational life in the near future. Those people involved in voluntary associations which feature membership based on 'vertical', 'homogeneous', 'informal', and 'member interest-centered' structures are likely to show low levels of generalized trust toward their fellow citizens, and conversely, people involved in oppositely-structured groups show higher generalized trust. For instance, those folks who are heavily engaged in the traditional associations based on blood-ties and birth place-ties demonstrated low trust in contrast with engagers in civil associations advocating women’s rights and environmental protection. Koreans are also distinguished from people in Western democracies in the sense that Koreans show high levels of trust toward people in their inner-circles and distrust toward outsiders. Finally, this study predicts that the pattern of associational life among Koreans will not change dramatically in the near future. This prediction is based upon the findings that the younger generations (ages 20-30) have not changed their patterns of civic engagement and those people who do get involved in civic NGOs show little difference from their fellow citizens.
