아세안의 개발격차와 동아시아 지역협력

초록

아세안은 2020년까지 “아세안공동체”를 구축할 것을 선언하였다. “아세안공동체”는 아세안의 경제공동체, 안보공동체, 그리고 사회문화공동체를 통한 아세안 지역통합의 목표로 설정되어 있다. 그 중에서도 현재까지 아세안경제공동체를 향한 역내의 지역협력은 비교적 많은 진전을 이룩했다. 그러나 아세안은 1995년부터 베트남, 라오스, 미얀마, 그리고 캄보디아를 회원국으로 받아들이면서 선발가입국과 후발가입국 간의 개발격차라는 문제에 직면하게 되었다. 이러한 개발격차는 아세안경제공동체 형성을 저해하는 요인으로 지적되어 왔다. 이 연구는 크게 두 가지의 주장을 담고 있다. 첫째, 아세안의 개발격차가 통합을 저해할 것이라는 비관적 전망보다는 아세안의 연대성을 강화함으로써 지역협력을 촉진하는 계기가 될 수도 있다는 것이다. 이러한 맥락에서 아세안 개발격차를 해소하기 위한 대표적인 지역협력의 예로 IAI의 추진상황의 현 단계를 검토하고 역내 개발격차에 대한 아세안의 인식과 실천을 구체적으로 살펴보았다. 둘째, 아세안의 개발격차 해소를 위한 지역협력은 아세안의 문제를 넘어 동아시아 지역 내의 지역협력을 요하는 문제로 확대되어 있다는 것이다. 즉 아세안 개발격차문제는 동아시아지역통합을 위한 관건이다. 이러한 맥락에서 동북아 국가들은 아세안 개발격차 문제에 깊이 관여하고 있다. 따라서 아세안 개발격차문제와 그 해결 노력으로서 지역차원의 협력과정은 동아시아 차원에서 제기될 지역협력과 동아시아공동체 구축의 과정에 유용한 아이디어를 제공할 것이다.

Abstract

ASEAN declared it would accomplish “ASEAN Community" by 2020. “ASEAN Community" can be able to be built through “ASEAN Economic Community,” “ASEAN Security Community,” and “ASEAN Socio-Culture Community." Among three ASEAN Community the cooperation for “ASEAN Economic Community" obtained good fruit relatively. However ASEAN faced a development divide between the advanced member countries and new member countries joined in the late 1990s such as Vietnam, Laos, Myanmar, and Cambodia. The development divide is considering as critical obstacle for “ASEAN Economic Community." This study has two important arguments related to the development divide. First is that the development divide of ASEAN can be the motive to promote regional cooperation in ASEAN strengthening solidarity of ASEAN. In this context, this study estimates the process of the Initiative for ASEAN Integration considering a recognition and practice of ASEAN. Second is that the cooperation for ASEAN development divide is not only in ASEAN but also in East Asia. That is, it is very important issue for the regional integration of East Asia. In this context, Korea, China, and Japan are taking part in IAI. Therefore the cooperation for ASEAN development divide can provide useful idea for the cooperation in East Asia and building East Asia Community.
