본 논문은 2008년 촛불은 정치참여에 있어 행위자와 구조의 변화 내용을 제도가 반 영하지 못함으로써 나타난 사회구조변화의 필연적 현상으로 인식한다. 2008년 촛불시 위는 행위자, 참여기제, 동원구조, 그리고 운동의 지속성에 있어 기존 촛불과는 전혀 다른 양상을 보였다. 촛불시위에 참여한 시민은 더 이상 정치세력이나 특정집단에 의해 동원되거나 그들이 제시하는 정치 아젠다에 반응하는 소극적 시민이 아니었다. 이들은 자발적이고 적극적으로 참여하는 시민이었다. 2008년 촛불시위에서는 정치참여의 중심 이 집단이나 조직이 아닌 네트워크화된 개인(networked individuals)으로 나타났다. 2008년 촛불시위가 석 달 넘도록 지속된 것은 네트워크 시민들의 정치참여를 수용 하고 정책적으로 반영할 수 있는 정치제도가 제대로 작동하지 못하였기 때문이다. 이들 의 정치적 요구를 수용하고 표출해야 할 정부와 정당 그리고 시민단체들은 변화된 시 민의 속성과 네트워크 참여 구조를 제대로 이해하지 못하였다. 이들은 여전히 시민들의 정치적 요구를 하향식으로 수렴하고 대표하려 하였고 수직적으로 동원하려 하였다. 대 의민주주의 하에서 정치제도가 대표하는 제도 그리고 매개하는 제도 중심이었다면, 네 트워크 시대의 정치제도는 참여하는 제도, 연결하는 제도, 그리고 소통하는 제도로 바 뀌어야 한다.
Abstract
This paper argues that the 2008 candlelight protest was outbroken since the political institutions failed to reflect changes in agents and participation structure. The 2008 candlelight protest assumed a quite different phase compared to the previous candlelight protest in terms of their agents, participation mechanism, mobilization structure and continuity of the movement. Participants in the protest were not inactive citizens any more who were passively mobilized by professional movement organizations. Participation in the protest was organized by networked individuals rather than by organizations or groups. The 2008 candlelight protest had lasted for more than three months since political institutions failed to aggregate citizens' demands. Not only the government but also intermediary institutions such as political parties and civil organizations did not fully understand varied characteristics of the citizens and network structure of participation. They tried to represent citizens' demand and to mobilize people in a hierarchical way. While political institutions under representative democracy functioned as representing and mediating institutions, they should be changed to participatory, networking and communicative ones in the digital society.
