오늘날 세계권력의 구도는 세계지도에 압축되어 있으며 그것은 바로 서구의 우위이다. 서구의 패권은 산업혁명(근대화)을 통해 구조화됐으며 이러한 불평등구조는 세계화의 메가트렌드에 의해 미래사회의 도전의 핵심이 될 것이다. 우리는 지금까지 동서양이란 이분법적 용어를 일상화 하였다. 그러나 이러한 접근은 동서양, 특히 유라시아 유목제국을 누락시키는 우를 범하는 것이다. 또한 거시역사적 비교관점에서 보면 중국과 인도를 중심한 아시아농업(정주)국가, 유라시아 고원초원지대의 유목(부족)국가, 유럽역사의 주축을 이루어온 해양(도시)국가들은 상이한 자연적 특성과 이에 따른 국가생존(전략)의 선택에서 많은 시사점을 제공한다. 아시아의 농경정주권, 유럽의 해양교역권, 유라시아 유목제국권은 지리적 특성에 기초한 생존 및 발전방식 또한 뚜렷한 차이점을 보여준다. 이러한 방식은 인문지리적인 원칙, ‘전략적 합리성(strategic rationality)’에서 찾아진다. 농업기반의 정주사회에서는 생산은 자기자족적인 단순 순환과정만을 보여주며, 농업과 공업이 하나로 통합되는 “(농업)생산과 자조 합리성(production and self-help rationality)"이며, 약탈과 공납의 요구를 번갈아 되풀이하는 유목민들의 이러한 전략선택 방식은 ”약탈과 전쟁 합리성(predation and war rationality)"으로, 유럽의 경우 식민중심주의와 양립적 패턴(생산과 약탈)은 “교역합리성(trade rationality)”으로 이해할 수 있다.
Abstract
Explaining what William McNeil called The Rise of the West has become the central problem in the study of global history. This main purpose is the search for the broadest of trends in three Eurasian forces, that is, the West, the East, and the Nomad. These continental forces had historical patterns which can find differences among continents. The East(China, India, and the Middle East) world had not expansionist strategy but isolation trend in spite of superior wealth, power, culture, and history. By the time the Nomad roared across Asia, or the Muguls invaded India, many cultures around the world changed so much that bioregional factors, through seminal in the creation of these broadest trends, were dominant than the political, religional, economic ones. These choices gave the Europeans a very lucky boost that catapulted them beyond the wealth and power of Asia - long before the Industial Revolution made this gap obious. Later on, once Europeans had established themselves, then the West world can focus on world system.
