Abstract
This paper examines the serial haze pollutions that occurred in Southeast Asia from 1997 to the early 2000s. Owing to the significant economic losses and the principle of ‘ASEAN Way’, Indonesian government has refused to sign the ASEAN Agreement on Transboundary Haze Pollution(ATHP) for 12 years. Despite these challenges, however, ASEAN finally unanimously ratified the ATHP in 2014. To illustrate the dramatic change, I suggest the Classification of Disaster and Management Model which categorizes emerging transnational disasters. As a ‘gradual and manmade’ disaster, Indonesian haze could be handled by concrete international cooperation. On the basis of this hypothesis, I emphasize that Singapore tried to connect multi-layered networks on national, regional and global level, and it be could be a driving force to make Indonesia to join the ATHP. The findings indicate that Singapore’s diverse approaches prompted ASEAN members to establish a firm cooperative relationship for tackling the transnational haze pollution. Furthermore, her multilayered strategies provide significant implications for the middle power leadership on emerging security issues.
