환동해에 있어서 조선족 이주와 초국가적 관계망

국제이주는 출신국과 수용국, 양국 간의 국제관계와 함께 국내 정치, 제도적⋅정책적 요인이영향을 크게 미친다. 1980년대 말 구소련 체제의 붕괴와 함께 1990년대부터 세계화가 가속화되면서 환동해에서의 결혼 이주, 노동 이주, 유학 등 국제이주가 활발하게 진행되었다. 이와같은 시대적 흐름에 편승해 이 지역에서의 조선족 이주도 활발히 전개되었다. 본고에서는 동북아 혹은 환동해에서의 국제관계 및 국내 정치, 즉 제도적⋅정책적 변화가조선족 이주에 어떠한 영향을 미쳤는지 살펴본다. 이어서 개인이 어떠한 동기를 가지고 이주를결정하게 되었는지도 검토한다. 현지 수용국에서 조선족이 어떠한 공동체를 형성해서 그들의정체성에 어떠한 영향을 미치는지 그리고 공공외교를 통한 시민단체의 역할이 민족 관계망확장과 민족공동체 형성에 미치는 영향에 대해서도 제언한다. 1990년대 중반 이후 조선족의 자발적 이동성은 출신국과 수용국의 정책이 상호작용을하는 글로벌화와 연동해 학제적 전개를 보여주는 ‘초국가주의(transnationalism) 이론’이 적합한 설명을 제공한다. 무엇보다도 한국 내에서 조선족에 대한 편견을 불식시키는 것이 세계속의 한민족 관계망 확장과 한민족 공동체 형성을 위해 필요하다. 그들의 이중적 정체성을있는 그대로 받아들이면서 공통분모인 한민족 근원에서 접근하는 것이 요구된다. 일본 등 환동해에서 한국 정부는 한류 컨서트를 여는 등 공공정책을 활발히 펼치며, 현지인들에게다가가고 있다. 더 나아가, 환동해 지역에서 보이는 않은 재일조선인이나 재일조선족, 중국 내 해안도시 조선족 집거지나 중국 동북3성 조선족학교 등에도 그들의 자조 조직과 현지 한인교회와 종교기관이나 시민단체를 통해 연결되고 지원될 수 있도록 관계망을 확장하는 공공외교 정책이 필요할것이다. 이를 통해 한민족 관계망의 확장과 한민족 공동체의 복원을 추진할 수 있을 것이다.
Abstract
International migration in East Sea Rim has been greatly affected by the international relations between the two countries of origin and accommodation as well as the domestic political and institutional factors. With the collapse of the Soviet system in the late 1980s and the globalization accelerated since 1990s, international migration such as marriage migration, labor migration and study abroad in the East Sea Rim has been remarkably progressed. The movement of Chosunjok (Korean-Chinese) in this region has been actively ensued in such a trend of the times. This paper aims to examine how international relations and domestic institutional and policy changes in Northeast Asia or East Sea Rim affected the Chosunjok migration. We then investigate what motivation the individual has decided to move. It also explores what kinds of communities have been formed in the local recipient countries and how they influence their identity, and the role of civic associations which will affect the expansion of ethnic networks and their impact on community formation in the future. Since the mid-1990s, the voluntary mobility of Chosunjok has provided a suitable explanation for the ‘transnationalism theory’, which demonstrates the interdisciplinary development in conjunction with the globalization of the policies between the country of origin and the recipient country. Above all, it is necessary to dissolve prejudice against Chosunjok in Korea to expand the network of Korean ethnicity in the world and to shape a Korean community. It is necessary to approach them from the common denominator of the Korean ethnic, while accepting their dual identities as they are. In the East Sea Rim, such as Japan, the Korean government has been carrying out public diplomatic policy, such as opening a Korean wave concert, so as to approach local people. Furthermore, it seems that public diplomatic policies will need to be extended to Korean ethnic residents in Japan who are not seen in the East Sea Rim including Chosunjok residents in Japan and Korean ethnic school in China, so that their self-help organizations can be linked to religious organizations and civic groups such as local Korean churches. Through this, it would be possible to expand the network of Korean ethnicity and restore the Korean community in the East Sea Rim as well as overseas.
