본 논문에서는 유럽사회기금을 통해 실시되고 있는 주요사업의 하나인 사회적 기업에 대한 성과와 한계를 영국, 프랑스, 이탈리아 등의 세 개 주요 국가들을 통해 유럽 사회적 경제의 현황과 사회적 기업의 의미에 대해 살펴볼 것이다. 이에 따라 본 논문의 구성은 다음과 같은 네 부분으로 구성될 것이다. 첫 장에서는 유럽의 사회적 경제를 뒷받침하고 있는 유럽사회기금에 대한 분석을 통해 개별국가들에서 전개되는 사회적 기업의 내용과 구조를 함께 들여다 볼 것이다. 두 번째 장에서는 유럽사회기금을 통해 실시되고 진행되고 있는 유럽 3개국의 사회적 기업의 사업 내용과 구조 등을 다루게 될 것이다. 세 번째 장에서는 영국과 프랑스 및 이탈리아의 사회적 기업에 대한 운영과 실태를 통한 비교 부분을 서술할 것이다. 마지막 장에서는 유럽 사회기금과 사회적 기업을 통해 접근할 수 있는 한국의 정책 적용 가능성에 대해 돌아보고자 한다. 특히 사회투자활성화라는 관점에서 이를 어떤 방식으로 적용하여 구체적인 정책으로 한국화 시킬 것인가에 대한 아이디어 제공 차원의 제안을 함으로써 사회적 기업의 소개나 분석에 그치는 것이 아니라 보다 발전적인 제안과 적용의 가능성을 모색하고자 한다.
Abstract
Social enterprise is a description used by a growing number of organisations and projects that are essentially concerned with both trading and achieving social objectives; getting an income from both grants and sales. In these papers it is treated on european social enterprise, especially some cases of european major countries as like Scotland, France and Italy, through the European Social Fund which is one of European Structural Funds. In some cases these organizations have been established for years and have been happy to describe themselves as community enterprise, credit unions or co-operatives. They are joined by an increasing number of new social enterprise projects and companies, set up by social entrepreneurs, voluntary sector activists or community members. Finally the purpose of the article is to study and applicate the development stage and type setting of social enterprise in Korea connected with the various case studies in Europe.
