Abstract

The purpose of this study was to develop innovative strategies onfarmer education for agricultural and rural development. Based on the survey of 441 HRD (human resource development),practitioners from farmer education organizations, and additional interviews of 16 among them, some specific instances of the problems of current farmers education were diagnosed in terms of CIPP (context, input, process, and product) model. Through the farmer education-related experts’ review, research results were verified. The important problems of farmer education in Korea were as follows : ①the inefficient structures and leadership of farmer education organizations. ② the lack of HRD practitioners and instructors in the field of farmer education. ③ ineffectiveness of educational systems and training programs. ④ the lack of farmers’ participation in learning. To solve these problems, first of all, this study suggested the mission and vision, goalsof farmer education in Korea, and then suggested innovative strategies. The innovative strategies were as follows : ①the role of farmer education organizations in Korea should be established definitely through extending farmer education function to enhance farmers' expertise and the making of a committee for establishing a farmer education center in the national level, ② the competency of HRD practitioners of farmer education organizations should be improved by introducing performance management systems and by developing HRD practitioners ③ farmers’participation in learning should be extended through establishing pull-type trainee participation systems and learning support systems for farmers.
