본 연구에서는 워크넷 원시자료를 이용하여 경남도 18개 시군을 대상으로 하는 일자리결합함수를 추정하였다. 이를 위하여 취업건수는 플로우 변수로 간주하되, 국내 선행연구들과는 달리 구직자수와 공석수는 스톡 변수로 처리하였다. 또한 현재 거주지 기준으로 집계되고 있는 구직자수와 취업건수를 거주지-근무지 교차행렬을 이용하여 공석수와 같은 근무지 기준으로 전환함으로써 워크넷 자료상의 지역 기준 불일치 문제를 완화하였다. 이와 같은 자료의 가공을 통하여 일자리결합함수 모형들을 추정한 결과, 규모에 대한 수확불변 가설이 다양한 모형들에서 모두 기각되었다. 또한 구인탄력성이 구직탄력성보다 큰 것으로 보고된 국내 선행연구들의 결과와는 정반대로 구직탄력성이 구인탄력성보다 상당히 크게 나타났다. 그리고 인근 지역 구직자수의 부정적인 외부효과와 공석수의 긍정적인 외부효과는 구직자의 지역간 노동 이동성과 업체의 공석 동조성에 각각 기인하는 것으로 해석되었다.
Abstract
This paper estimates job matching functions in Kyeongnam regions of 18 cities and counties using administrative work-net microdata. The data on the flows of hires are taken from official statistics, but the stocks of job seekers and vacancies are computed from official statistics. The data on job seekers and hires are also converted into data based on the job areas. Our finding is that the hypothesis of constant returns to matching is rejected, and estimated elasticities of job seekers are bigger than those of vacancies, which is strikingly opposite to previous works. We also find that negative externality of job seekers and positive externality of vacancies in neighboring areas stem from labor mobility and vacancy alignment respectively.
